Brown, Cisneros, Escobar, Sherrill and 27 Lawmakers Demand Answers on Diverted Military Funds for Border Wall Construction

by U.S. Representative Anthony Brown (D-MD, 4th)

Washington, D.C. - January 24, 2020 - (The Ponder News) -- House Armed Services Committee Vice Chair Anthony G. Brown (MD-04), Congressman Gil Cisneros (CA-39), Congresswoman Veronica Escobar (TX-16), Congresswoman Mikie Sherrill (NJ-11) and 27 lawmakers sent a letter to Defense Secretary Mark Esper about the administration’s plan to divert billions of dollars in military funds to the construction of additional fencing and barriers along the U.S.- Mexico border.

Last year, a bipartisan, bicameral coalition of more than 300 Senators and Representatives voted to terminate the Administration’s unjustified national emergency declaration. Available data and Department of Defense officials both confirm that there is no significant national security threat at America’s southwest border. Congress has met the President’s request for additional funds over the last three budget cycles by appropriating $4.5 billion for barriers and fencing. Nevertheless in FY19, the Administration diverted $6.1 billion of Department of Defense funding for border wall construction and is reportedly redirecting an additional $7.2 billion in FY20.

“Despite the significant resources appropriated by Congress for border security, the Administration still decided to circumvent Congress,” the lawmakers wrote. “The military construction projects being delayed or cancelled will only add to the over $116 billion maintenance backlog of projects, directly impacting our military readiness and the well-being of our military families.”

Many of the projects impacted by this decision would have improved the quality of life for military service members and their families. Updating classrooms, clinics and other facilities used by troops and their loved ones is important to both morale and safety. The lawmakers asked the Department of Defense to reconsider its decision which would cause lasting harm to the United States’ ability to build and sustain readiness, meet the security challenges and honor the sacrifices of our armed forces and their families.

“Military families are paying the price for President Trump’s ineffective vanity project,” said Congressman Anthony Brown. “In cancelling hundreds of projects across the country, including child care centers in my district, the Trump Administration is failing to live up to the promises we make to our troops and their families. Mexico isn’t paying for this wall, the burden is falling on these brave families.”

“It’s outrageous that the President is stealing money from our troops and military families, again, for his ineffective, wasteful wall. We currently face a diverse array of threats around the world and, as a former Navy supply officer, I know that our military commanders are fighting for this funding in order to face those threats. We cannot take money away from our military leaders to pay for a vanity project that does nothing for our security,” said Congressman Gil Cisneros. “Despite Congress having the power of the purse, the Administration has continued to turn a blind eye to the roles and responsibilities laid out in our Constitution. Their actions only jeopardize our military readiness and take resources away from our troops serving our nation.”
“As a member of the House Armed Services Committee, I have worked closely and carefully with military leaders to ensure appropriate resourcing for our military. It is simply unacceptable that the President would then rob these resources for a second time to carry out a campaign promise, particularly from funds allocated for critical military construction projects that would improve conditions for military families at bases around the country and abroad,” said Congresswoman Veronica Escobar. “Military families deserve better from their Commander in Chief.”

“I firmly believe we can secure our borders without stripping funds from programs critical to military readiness and military families,” said Congresswoman Mikie Sherrill. “Congress passed record-level funding for border security in a bipartisan vote last year, and this plan to divert necessary military funding undermines the safety and mission of our armed forces.”

Read the full letter below.

Dear Secretary Esper:

We write to express our continued and deepening concern regarding reports that the Administration is once more planning to divert billions of dollars of military funds to the construction of additional fencing and other barriers on the southwest border.

There is clearly no requirement for the use of military resources to construct a border wall. The Administration’s use of the national emergency declaration and the military to address the humanitarian situation does not properly reflect the current environment. The number of apprehensions over the last two years remains lower than any two years of the George W. Bush administration. In addition, the number of apprehensions and individuals deemed ‘inadmissible’ has decreased by 30% in the first three months of Fiscal Year 2020. These data points do not justify the declaration of a national emergency or the use of military funding for the construction of a border wall. Members of Congress agree in a bipartisan and bicameral manner, with more than 300 Senators and Representatives voting last year to terminate the emergency.

Department of Defense military and civilian leaders share this perspective and agree there is not a national security threat on the border. Last year at a House Armed Services Committee hearing, Department of Defense witnesses confirmed the lack of a significant threat when they stated they were “not aware of any terrorist threat” on the southwest border. Additionally, the witnesses stated the forces deployed to the border were “engineers and cops”. Their testimony makes it clear that managing the border is better suited for the Department of Homeland Security, local law enforcement, and humanitarian aid workers, not the Department of Defense.

Despite these assessments from senior defense leaders, the administration continues to wastefully and irresponsibly reallocate defense funds to the border wall even as Congress has dramatically increased funding for border security. In the decade prior to the 2016 election, Congress appropriated nearly $2.5 billion to the Department of Homeland Security to construct primary barriers on the southwest border. In the past three budget cycles, Congress has met the President’s request for additional funds by appropriating $4.5 billion for barriers and fencing, a funding rate six times higher than the average of the previous ten years.

Despite the significant resources appropriated by Congress for border security, the Administration still decided to circumvent Congress and allocate $6.1 billion of Department of Defense funding for border wall construction. Our understanding is that a significant portion of the previously reprogrammed funds still remain unobligated, to include at least $1.8 billion in military construction funds that were diverted to border wall construction. Yet, it is being reported that the Department of Defense will be ordered to redirect an additional $7.2 billion towards construction of the wall. This would bring the total amount of Department of Defense funding to a total of $13.3 billion in transfers - more than the full unit acquisition cost of a Ford-class aircraft carrier, the entire research and development cost for the Columbia class of submarines, or the $10.6 billion to purchase 98 F-35s in FY2020. The military construction projects being delayed or cancelled will only add to the over $116 billion maintenance backlog of projects, directly impacting our military readiness and the well-being of our military families.

These actions come as we continue to face diverse, complex, and pressing security threats around the globe while trying to modernize our military and restore readiness. The lack of a strategy for the Middle East has led us to significantly heightened tensions with Iran, China and Russia continue to attempt to shape a world consistent with their authoritarian model, North Korea remains an agitator in the Pacific, and we continue to support our allies and partners in the fight against terrorism. We acknowledge that balancing the Department's resources across these competing requirements is a difficult task, which leaves us more confounded how the Department can reallocate resources towards a border wall that lacks a clear defense-related requirement.

These actions further run counter to the bipartisan budget agreements in Congress that have allowed us to begin recovering the readiness lost during sequestration. Over the last three years, Congress worked in a bipartisan manner to address the threats our nation faces by significantly increasing defense funding, providing greater budget certainty for the Department of Defense, and honoring the commitment we make to our service members: that they are as well trained and equipped as possible to confront our adversaries. Much as the impact from sequestration compounded in each subsequent year, a decision by the administration to once more cancel military construction projects requested by the Department of Defense, and authorized and appropriated by Congress, will cause a lasting detriment to our ability to build and sustain readiness, meet the security challenges we face, and to honor our promises to our armed forces and their families.

For all the above reasons we strongly urge you to reconsider before making any decision to redirect Department of Defense resources for the construction of additional border wall. We hope you take into consideration how such a move would impact our ability to modernize our military, restore and sustain readiness, and execute the National Defense Strategy. In the event that FY2020 Department of Defense funds are transferred to construct primary fencing or other barriers on the southwest border, we request the following:

1. For each barrier project pursued using Military Construction funding:

a. a DD1391,

b. a detailed explanation for how the proposed border wall project directly supports the use of U.S. armed forces operating at the site of proposed construction in accordance with section 2808 of title 10, United States Code,

c. the planned date for obligating the funds, and

d. the dates of contract award, construction start, and construction complete.

2. A full list of the installations which are delayed, modified, or cancelled due to the transfer of the funds.

3. The impact on the volume and seizure of narcotics along the southwest border at and between the ports of entry due to transfer of funds for the proposed barrier projects.

4. The amount of FY2019 funds transferred for barrier construction which were obligated as of January 1, 2020.

5. The projected spend plan for the funds transferred in FY2019.

We look forward to continuing to work with you to strengthen our national defense, to support our warfighters, and to ensure we are realizing the most value from each taxpayer dollar appropriated to the Department of Defense.

Sincerely,

President Proposes to Close the U.S. – Mexico Border

============

by: Lizzie Fletcher (D-TX, 7th)

Washington, D.C. - April 4, 2019 - (The Ponder News) -- Congresswoman Lizzie Fletcher (TX-07) released the following statement concerning President Trump’s proposal to close the United States – Mexico border:

“Closing the United States-Mexico border is not a solution — it is a problem,” said Rep. Fletcher. “In Texas alone, trade with Mexico represents an estimated $180 billion each year—and more than a third of Texas’ exports. And it’s not just Texas. Closing the border will negatively affect large sectors of the American economy. While we need to address border security and immigration matters, closing the border is simply not a responsible way to address these important issues.”

Congresswoman Fletcher serves as co-chair of the Trade Task Force in the New Democrat Coalition.

Sen. Cruz: It Is Only Right El Chapo's Ill-Gotten Gains Go to Securing the Border and Stopping the Next Narco Traffickers

Washington, D.C. - February 14, 2019 - (The Ponder News) -- On Wednesday, U.S. Sen. Ted Cruz (R-Texas), member of the Senate Committee on Foreign Relations appeared on ‘Fox News @ Night’ with Shannon Bream where he discussed his EL CHAPO Act and the ongoing crisis in Venezuela.

When asked about the El CHAPO Act, Sen. Cruz described the bill as just, saying, “It is only right that those ill-gotten gains go to fixing the problems and stopping the next Narco traffickers.”

“We need to vote on it,” Sen. Cruz said. “A number of months ago when we were starting to really vigorously debate the border wall and Democrats were going on and on saying that it was too expensive, that they didn't want to spend money on it. […] I happened to be reading at the time that the estimates to build a robust wall at the time were between 14 and $20 billion. At the same time, I read that the Department of Justice estimates of the global worth of El Chapo's criminal network worldwide were roughly $14 billion. There is a natural and elegant symmetry that suggested itself. So I filed the EL CHAPO Act, which says all money criminally forfeited from El Chapo and from any other drug lord shall be used for border security and to build the wall. And that means we can do this without spending even a penny of taxpayer money, but not only that: there is a justice to it. Those billions that El Chapo has were made trafficking illegally across the U.S. border, bringing narcotics across the border. And it is only right that those ill-gotten gains go to fixing the problems and stopping the next Narco traffickers.”

Bream also asked about the United States’ response to the ongoing crisis in Venezuela.

“Nicolas Maduro, and Hugo Chavez before him, are enemies of America,” Sen. Cruz said. “They oppress their people. Maduro is illegitimate. He is seizing power - you want to talk about a coup? Maduro is using military force to stay in office and he is not the legitimately elected leader of Venezuela. Juan Guaidó is instead. And so the president is quite right, as have most of the nations in the community of civilized nations have recognized Juan Guaidó as the legitimately elected leader of Venezuela. And the leftists in the Democratic party need to stop siding with the communists against the United States of America. That's not good for our country.”

Sen. Cruz continued, noting every military leader in Venezuela has a choice to make: cling to a dictator and oppressor as he falls, or stand with the nation, constitution, and people of Venezuela.

“The rule of law matters,” Sen. Cruz said. “Right now, do you know how many generals there are in Venezuela? There are over 3,000 generals. It's an incredible - they are largely disparate and right now the big question is where are the generals going to line up? And what I’ve publicly called on the generals to do is say look, you are facing a choice: do you stand with Maduro? The tyrant who is on his way out, who is losing power? Or do you stand with the people of Venezuela? Do you stand with the constitution? Do you stand with the legitimately elected leadership? One of the things that President Guaidó’s government has promised to do is to hold free and fair elections so let the people of Venezuela have a choice. But the choice shouldn't be a leftist communist strongman who is murdering the people, who is torturing the people, who is oppressing the people. And by the way, for all those Democrats who are big fans of socialism, well, you can see where the Green New Deal ends up. It ends up in Venezuela - once one of the most prosperous countries in Latin America, and now people literally starving in the streets.”

Ernst: A bipartisan plan that includes a secure border will not only reopen the government, but also put the wellbeing of American citizens first

Washington, D.C. - January 21, 2019 - (The Ponder News) -- Following President Trump’s proposed compromise to end the partial government shutdown, U.S. Senator Joni Ernst (R-IA) issued the following statement:

“Hardworking Iowans, and Americans across the country, are sick of government shutdowns and dysfunction in Washington. Americans want their elected officials to work together to solve the toughest problems facing our country – from our border security and immigration challenges to our broken budget and appropriations process.

“Our lack of border security has resulted in a humanitarian crisis with tens of thousands of illegal and inadmissible immigrants on our southern border every month. At the same time, many young, undocumented children were brought here by parents, caretakers, and so forth through no fault of their own. We should show compassion toward these now young men and women and pursue a measured approach that addresses their unique situation, while also respecting our immigration laws and discouraging future illegal immigration.

“I agree with President Trump and many of my colleagues that securing our southern border is a key part of a system to discourage illegal immigration and curb human trafficking and the transport of illegal weapons and drugs – in addition to the ability of gangs and terrorists to exploit the holes in our system.

“We have an opportunity to pass a bipartisan immigration bill. The deal President Trump has put on the table is one that both Democrats and Republicans can support. A bipartisan plan that includes a secure border will not only reopen the government, but also put the wellbeing of American citizens first.”

U.S. Senator Deb Fischer (R-Neb.) released the following statement after President Donald Trump announced his proposal to secure the border and end the partial government shutdown:

“I appreciate the president putting forward a reasonable proposal containing bipartisan ideas to secure our border and reopen government. I hope my colleagues on both sides of the aisle will take the time to review the details of it before rushing to judgment and I look forward to debating it on the Senate floor next week.”

Senator Cory Gardner (R-CO) made the following statement regarding President Trump’s plan:

“The government must be reopened. This proposal recognizes that need and is an offshoot of earlier efforts to tie border security funding to immigration reform, but on a smaller scale for both. This is a reasonable proposal – no one gets everything they want. No one gets as much as they wanted. More than anything, though, this proposal does open the government and boost border security. While some may be tempted to stay crouched in their partisan corners, I hope a majority in Congress realize that compromise is a keystone of government and accept this offer.”

Other statements include:

Senator John Hoeven (R - ND) -- “The President outlined a common-sense proposal to strengthen border security and reopen the government. The President’s plan provides vital resources to secure the border, including funding for the wall, as well as technology and additional border patrol agents and security professionals. At the same time, it would address the humanitarian crisis at the border and provide temporary relief for DACA recipients. These are provisions that our colleagues across the aisle have supported in the past. Congress should pass this proposal as soon as possible.”

Senator James M. Inhofe (R - OK) -- “President Trump has put forward a reasonable plan that prioritizes border security, including a wall, addresses the growing humanitarian crisis at our border and makes real reforms to our broken immigration system and abused asylum process. I look forward to supporting this legislation that includes bipartisan priorities to reopen the government quickly. Democrats are once again faced with a choice—to continue to play politics and block real solutions or to finally work with us to secure our border.”

Foxx Cosponsors Bill to Fund the Wall

Washington, D.C. - November 29, 2018 - (The Ponder News) -- Rep. Virginia Foxx (R-NC, 5th) cosponsored H.R. 7059, the Build the Wall, Enforce the Law Act. The bill appropriates the full amount of funding requested by President Trump to construct a wall along the Southern border, including technology and infrastructure improvements. Additionally, it affirms Congressional opposition to abolishing ICE, supports border patrol agents, penalizes sanctuary cities and combats transnational crimes including human and drug trafficking.

Rep. Foxx stated, “As a nation built upon the rule of law, it is crucial for our national security and integrity that we strengthen and secure our Southern border. Congress should fully cooperate with President Trump’s request for border wall funding because national security is the number one job of the federal government. To keep America safe, we must go further to prevent illegal immigration and other crimes carried out across our Southern border. I am proud to cosponsor the Build the Wall, Enforce the Law Act because it gives priority to our national security, will make our country safer and ensure our immigration system is fairer for those who desire to come here lawfully.”

Rep. Roybal-Allard Statement on Border Wall Funding Report

By Lucille Roybal-Allard (D-CA, 40th)

Washington, D.C. - January 6, 2017 - (The Ponder News) -- Congresswoman Lucille Roybal-Allard (CA-40), the ranking Democrat on the House Homeland Security Appropriations Subcommittee, issued the following statement about the Wall Street Journal’s report that the Trump Administration plans to spend $18 billion on a border wall with Mexico.

“I am appalled by this report that President Trump wants to waste $18 billion of taxpayer money on an ill-considered border wall. If the story is accurate, it’s deeply concerning. As the top Democrat on the Homeland Security Appropriations Subcommittee, I am acutely aware of America's security funding priorities. We will not address our security needs by building this wall.

“I urge the administration to join our fight to fund real solutions that keep Americans safe. The wall isn’t a solution, it’s a slogan.”

Rep. Peters Strongly Opposes Trump Administration Request for $18 Billion in Funding for Border Wall

by Scott Peters (D-CA, 52nd)

Washington, D.C. - January 6, 2017 - (The Ponder News) -- U.S. Congressman Scott Peters (CA-52) voiced strong opposition to the Trump Administration’s request for $18 billion over the next decade to expand the United States’ southwest border wall. If granted, the funding would expand the existing border barrier by more than 700 miles.

“In a selfish political appeal to his base, and on the heels of tax cuts that will cost the country $150 trillion, Donald Trump wants to waste another $18 billion of taxpayer money on a wall that most Americans oppose and that won’t secure the border as well as other more innovative, less expensive technology,” said Rep. Scott Peters.

“I visited San Diego’s existing border fence with local Border Patrol recently, and they said what we need most is technology to detect underground tunnels used to smuggle drugs and people,” Peters said.

“Let’s focus on the real problems without wasting billions on an edifice this President swore the U.S. wouldn’t pay for,” he added.

San Diego is the busiest border crossing in the world. Peters, along with most San Diegans, views the border as an opportunity, not a threat, since the southern border is an economic engine for San Diego and our country.

“When it comes to border security, we need to prioritize halting drug and human trafficking and national security threats with new and up-to-date tactics,” Peters said, adding money would be better spent modernizing new threat detection technology, additional surveillance towers, camera systems, grounds sensors, helicopters, planes, and ships.

Peters also supports better technology and an increased number of U.S. Customs and Border Protection (CBP) personnel to more quickly and thoroughly clear legal cargo through customs while better detecting contraband.

Recently, the U.S. House of Representatives passed a bill, with Peters’ support, that would authorize funding for technology to help CBP catch people attempting to smuggle illegal drugs, particularly fentanyl, which is the most recent opioid to strike the San Diego community.

Further funding is needed for ports of entry near San Diego. For example, Calexico West is still in need of $248 million.

Leahy Slams Border Wall Funding As “Bumper Sticker Budgeting”

Washington, D.C. - November 27, 2017 (The Ponder News) --Slamming the proposal as “bumper sticker budgeting,” Senate Appropriations Committee Vice Chairman Patrick Leahy (D-Vt.) Tuesday focused on a provision in the Department of Homeland Security Appropriations bill that would provide $1.6 billion from American taxpayers for President Trump’s border wall with Mexico.

Leahy said: “This is bumper sticker budgeting to save face for one of President Trump’s failed campaign promises. Instead of wasting billions of taxpayer dollars to fund this costly and ineffective proxy for real action on immigration reform, we should be directing our resources toward finding cures for cancer, building schools for our children, feeding the hungry, rebuilding our infrastructure and real security. We should be investing in what brings us together, not building walls that drive us apart.”

Placed in strategic locations identified by the Department of Homeland Security as being in need of additional security to prevent illegal border crossings or other illicit activities, the United States already has 654 miles of pedestrian fencing or vehicle barriers along its southern border. The additional 74 miles of President Trump’s border wall proposed in the appropriations bill is estimated to impact 900 landowners and cost as much as $22 million per mile. With legal disputes still ongoing from border wall construction a decade ago in Texas, the legal costs of new construction are expected to be astronomical and drawn out over years.

With illegal border crossings on the decline and apprehensions along the southern border reaching historic lows, Leahy argued that American tax dollars should be spent elsewhere and invested in the American people. If the bill had gone through markup in the full Senate Appropriations Committee, Leahy would have offered an amendment that would have blocked funding for the wall unless it was paid for by Mexico, as President Trump promised.

Leahy said: “President Trump ran on a clear campaign promise – he was going to build a wall between the U.S. and Mexico, and Mexico would pay for it. He could not have been clearer. I have also been clear about how I feel about this misguided campaign promise. Building a wall along our southern border is a waste of taxpayer dollars and an insult to our neighbor to the South. From every perspective, this costly wall is an unwelcome turkey.”

Dickinson Based Company to Develop Prototype for Southern Border Wall

Source: House Representative Kevin Cramer (R-North Dakota)

Washington, D.C. - September 1, 2017 (The Ponder News) -- Congressman Kevin Cramer announced today the U.S. Customs and Border Protection awarded Dickinson-based Fisher Sand & Gravel Co. a contract to develop a prototype for construction of a wall along the southern border.

“I am not surprised by today’s announcement knowing Fisher Industries as well as I do. When I saw the presentation they prepared for the Department of Homeland Security, I was impressed with their design and quite confident they would make it to the top of the list. Fisher’s strong work ethic and reputation for a quality product has made them a leader within the aggregate and construction industry,” said Cramer. “Today is a win not only for national security, but for the taxpayer as well.”

About the Border

Washington, D.C. - August 29, 2017 (The Ponder News) -- President Trump made a promise to the American People that he would build a wall along the Mexican/U.S. border (and make Mexico pay for it) during his 2016 Campaign for President. Recently, President Trump threatened to shut down government if Congress does not spend billions of taxpayer dollars to begin construction of his border wall. Recently, Trump visited the border as he readied for a rally in Arizona.

Below are some statements referring to this subject by the newsmakers. (keep checking back for updates:

House Representative Nancy Pelosi (D-CA, 12th):

“Last night, (August 22) President Trump yet again threatened to cause chaos in the lives of millions of Americans if he doesn’t get his way. Make no mistake: the President said he will purposefully hurt American communities to force American taxpayers to fund an immoral, ineffective and expensive border wall.

“The last time Republicans shut down the government, their callous recklessness cost the American economy $24 billion and 120,000 jobs. With a Republican House, Senate and Administration, Republicans have absolutely no excuses for threatening America’s families with a destructive and pointless government shutdown.

“President Trump’s multi-billion dollar border wall boondoggle is strongly opposed by Democrats and many Republicans. Democrats will stand fast against the immoral, ineffective border wall and the rest of Republicans’ unacceptable poison pill riders.”

House Representative Bill Posey (R-FL, 8th):

"Maintaining operational control over our nation's borders is critical to our security and our ability to crack down on human traffickers, drug smugglers and other violent criminals and terrorists who mean to do us harm. Having been to the border and seen first hand how open and vulnerable it really is, it's important for Congress to supply the President with the tools he needs to keep our communities safe and our nation secure."

House Representative John Ratcliffe (R-TX, 4th):

“I’d like to thank the Trump administration for working closely with Congress on securing our borders and enforcing our immigration laws. After the Obama administration’s failure to protect the sovereignty and integrity of our territorial borders – which led to more crimes within our homeland and the unnecessary loss of life at the hands of criminal aliens – it’s encouraging that President Trump’s commitment to prioritizing border security has already made our country a safer place. As a member of the House Judiciary and Homeland Security committees, I look forward to continuing my work alongside the Trump administration in building upon the progress we’ve made to protect the American people.”

House Representative Bruce Westerman (R AR, 4th)

"Our nation's southern border has lacked necessary security and control for too long,” Westerman said. “I have toured the border first hand and will be making additional trips. While the brave men and women of the U.S. Customs and Border Protection do an outstanding job with the resources at their disposal, they are unable to prevent the immense flow of illegal immigrants, deadly narcotics, and illicit contraband from pouring into our country. President Trump today proved he is serious about securing our borders and protecting American citizens at home. I applaud his efforts and pledge to continue working with him in the months and years to come as we bring real security and control to our southern border."

House Representative Dave Brat (R-VA, 7th):

“The American people placed their trust in the President and Republicans in Congress last November with the expectation that we would finally take action to secure the border. Our country is the melting pot of the world and I support legal immigration, but legal immigrants and American workers should not have to compete with illegal aliens for jobs. Our country was founded upon the rule of law and it is important that we hold to those principles. It is time for Congress to step up and keep the promises we made to the American people by joining with the President to fully fund construction of a border wall and ensure the U.S. Border Patrol has the resources they need to secure our border."

House Representative Doug Collins (R-GA, 9th):

“Sanctuary cities and illegal criminals have been put on notice. From 2016 to 2017, illegal border crossings fell 52% for the period covering February to March. A human smuggler based at our southwest border reports that his business is at an all-time low. He’s considering a career change.

“At the same time, the House continues to work with President Trump to strengthen immigration enforcement policy through legislation like Kate’s Law and the No Sanctuary for Criminals Act, and it’s clear that 2017 has brought new perspective to 1600 Pennsylvania Avenue. As President Trump visits our southern border and we consider the status of illegal immigration into our country today, we realize that the safety of Americans and the rule of law are once again non-negotiables.”

House Representative Gerald E. “Gerry” Connolly (D-VA, 11th):

“The President promised that Mexico was going to pay for his wall. That was a lie. Now, he is willing to threaten another Republican shutdown that will hurt millions of Americans who rely on the federal government for everything from social security and veterans benefits to Medicare and Medicaid claims. It is cruel politics at its worst.”

House Representative Daniel Donovan (R-NY, 11th)

“The President is bringing much-needed focus to the crucial first step in solving our immigration crisis: securing the border. Reforming our broken immigration system will be a pointless exercise if we can’t stop illegal entries. I look forward to continuing to work with the President and my colleagues in Congress on this critical matter.”

House Representative Jeff Duncan (R-SC, 3rd):

"I am pleased by the commitment our President has shown when it comes to securing our borders and enforcing our immigration laws. I believe this was one of his most important campaign promises – not just to “Build the Wall,” but everything else entailed in true border security.

"The Trump Administration is cracking down on sanctuary cities and campuses, working to begin construction of the wall (as required by the Secure Fence Act of 2006, which President Obama ignored), he’s begun the process of hiring 10,000 new ICE agents (including 5,000 new Border Patrol Agents) and targeted national enforcement of the violent MS-13 illegal immigrant gang.

"The impact has been that illegal border crossings are down 53%, with ICE conducting 40% more raids than last year. Arrests of convicted criminal aliens are up 20%, and 2,700 criminal gang members have been removed – already more than all of last year by 35%. All in all, the President is doing exactly what I’d hoped he would in enforcing our immigration laws and protecting the country, and I look forward to working with him to do even more.

"The proof is in the numbers, and President Trump has proven what many of us have said for years, the first step towards securing our border is to have a President who is serious about enforcing the laws already on the books."

House Representative Morgan Griffith (R-VA, 9th):

“A weak border has consequences for the whole country. National security is jeopardized when we don’t know who is entering and leaving. The rule of law is diminished. Opportunities for legal immigrants who follow the rules are closed.

“Dangerous and addicting substances routinely cross the border. The 2016 National Drug Threat Assessment found that Mexican Transnational Criminal Organizations, which control smuggling corridors across the border, are the biggest criminal drug threat to the United States. Lax border security has fueled the opioid epidemic, the ready availability of meth, fentanyl, and the resurgence of cocaine. Parts of the country far from the border are in pain because the Federal Government didn’t do enough to control who or what entered our territory.

“Fortunately, the Trump Administration has shown that it takes enforcement seriously. The proof is in the numbers. Apprehensions at the border from January 1 to July 31 of this year are almost half of what they were in the same period last year, a sign that many are choosing not to risk illegal border crossings.

“We should build on this success to further guarantee the integrity of our borders. To that end, I supported the inclusion of funding for a border wall in the appropriations bill the House passed last month and urge that it be kept in any bill to fund the government.”

House Representative Louie Gohmert (R-TX, 1st):

“The best thing we can do for BOTH the United States and Mexico is to secure our border. Thankfully, we have a President who understands and is committed to that. A nation founded on laws that apply to everyone, where neither rich nor poor or supposed to be above the law, must have the law enforced to maintain its integrity, fairness, justice and opportunity. If we secure and enforce our border properly, Mexico's drug cartels are reduced dramatically, which reduces corruption and lawlessness in Mexico, and, thereby, helps Mexico finally achieve its place as one of the top economies and vibrant countries in the world.”

“A good neighbor would help Mexico in this way, which also returns America back to being a nation where the law matters and where we can continue to allow more lawful entries into the United States than any other country in the world. Thankfully, we have a President who not only understands the importance of security and the rule of law, but is doing all he can to make such security, propriety, and opportunity a reality."

House Representative Bob Goodlatte (R-VA, 6th):

“President Trump has demonstrated his commitment to restoring the rule of law by directing his Administration to enforce our nation’s immigration laws. The President’s strong action has caused illegal immigration to drop significantly at the U.S.-Mexico border. In addition to this progress, we also need to improve our nation’s immigration laws and provide more tools to further reduce illegal immigration, drug trafficking, and human smuggling.

“The House of Representatives recently passed the No Sanctuary for Criminals Act and Kate’s Law. These bills combat dangerous sanctuary policies that allow criminals to remain on our streets and punish felons who repeatedly enter the U.S. illegally, respectively. Both of these bills would dramatically improve public safety, and I call on the Senate again to pass them without delay.

“The House Judiciary Committee has also approved a number of bills to strengthen the enforcement of our immigration laws within the interior of the United States, reform the refugee and asylum programs, and ensure unaccompanied minors who make the dangerous journey to the U.S. are safely returned home. The House must pass all of these bills to provide the Trump Administration the tools needed to secure the border and enforce our immigration laws, and to ensure that future administrations do not ignore immigration enforcement laws.”

House Representative Jody Hice (R-GA, 10th)

“Securing our borders is vital to maintaining the safety of our homeland,” said Congressman Hice. "I’m grateful that President Trump has brought this issue into the forefront and given it the attention it deserves. I remain firmly committed to supporting the President's security initiatives on the southern border that will help improve our national security and ensure public safety."

LABRADOR APPLAUDS TRUMP’S COMMITMENT TO BORDER SECURITY & IMMIGRATION ENFORCEMENT

Washington, D.C. - August 24, 2017 (The Ponder News) -- House Representative Raul R. Labrador (R-ID, 1st), Chairman of the House Judiciary Subcommittee on Immigration and Border Security, released the following statement in advance of President Trump’s speech in Arizona:

“I agree with President Trump that border wall funding must be included in the next government funding bill. President Trump would never have become President without his promise to enforce our immigration laws, and I want to do everything I can to help him succeed. Securing the border is a critical step, but not the only step, in ending illegal immigration as we know it. The House has already passed Kate’s Law and the No Sanctuary for Criminals Act, with my support. Now it’s time for the Senate to act. We also need a House floor vote on the Davis-Oliver Act, which I introduced in May to bolster interior enforcement. The time for excuses is over, and the time for action is now.”

On May 24, the House Judiciary approved Rep. Labrador’s bill, H.R. 2431, the Davis-Oliver Act. This bill gives states and localities the authority to enforce federal immigration laws, strengthens the ability of Immigration and Customs Enforcement (ICE) officers to do their job, and makes it more difficult for terrorists and criminals to enter our country.

On June 29, Rep. Labrador voted for and the House passed Kate’s Law and the No Sanctuary for Criminals Act. Kate’s Law increases penalties for deported felons who return to the U.S. The No Sanctuary for Criminals Act combats dangerous sanctuary policies that shield illegal immigrants from federal immigration enforcement. These bills include provisions from the Davis-Oliver Act.

Border Security for America Act

Washington, D.C. - August 3, 2017 (The Ponder News) -- Congressman Chris Collins (NY-27) cosponsored legislation that enhances law enforcement at our borders and provides resources to improve security at ports of entry. The Border Security for America Act authorizes $5 billion over four years to carry out staffing increases and infrastructure improvements. Additionally, the bill directs the Department of Homeland Security (DHS) to implement biometric exit-entry systems at all points of entry, exempting U.S. and Canadian citizens from screening.

“Our northern border is an economic asset to Western New York and we need to make sure we move people and products across safely and effectively,” said Collins. “I am fully supportive of increased national security measures, like those included in this bill, but worked with my colleagues to make sure we avoid disruptions to both American and Canadian citizens that might result from new protocols.”

In February, Collins corresponded with former DHS Secretary John Kelly and CBP Acting Commissioner Kevin McAleenan expressing a deep concern regarding the department’s proposed expedited implementation of the biometric exit-entry system. Collins cited impacts to Western New York related to trade and tourism and pointed out the differences between the northern and southern borders when it comes to security. As a result, DHS exempted American and Canadian citizens from their initiative.

Now, this new House legislation proposed by House Homeland Security Committee Chairman Michael McCaul (TX-10) carries the same exemption while providing expanded resources for border security.

“Our northern and southern borders face different needs when it comes to security,” Collins said. “Chairman McCaul took the needs of Western New York into careful consideration when drafting this language and I thank him for his efforts.”

The Border Security for America Act:

  • Authorizes a Border Wall — Requires the deployment and construction of tactical infrastructure and technology to achieve full operational control and situational awareness. This deployment includes wall, fencing, technology, and other barriers.
  • Secure and Fast Ports of Entry — Authorizes necessary resource investments to improve and enhance our ports of entry. Targets illegal immigration and drug trafficking at our ports of entry, while increasing lawful trade and travel.
  • More Boots on the Ground — Adds 5,000 Border Patrol Agents and 5,000 CBP Officers and streamlines the way that veterans and existing local law enforcement officers can be hired.
  • More Air and Marine Flight Hours – Increases the number of annual flight hours of CBP’s Air and Marine Operations and prioritizes requests for support from the Chief of the Border Patrol to secure the border.
  • Forward Operating Bases – Directs DHS to upgrade existing forward operating bases to a minimum standard.
  • Use of the National Guard – Authorizes use of the National Guard along the Southern Border to help with aviation and intelligence support and allows the reimbursement for states that call out the National Guard to help secure the border.
  • Targets Visa Overstays — Identify visa overstays through full deployment of the Biometric Entry-Exit System at all ports of entry while exempting American and Canadian citizens
  • Border Patrol Access to Federal Lands — Prohibits Federal agencies from impeding, prohibiting, or restricting CBP activities on federal land located within 100 miles of the Southern Border to execute search and rescue operations, and to prevent all unlawful entries into the United States.
  • Support Local Law Enforcement — Authorizes the Stonegarden grant program at $110 million for state and local law enforcement to aggressively fight drug trafficking, smuggling, and other crimes on the Southern Border.

    Letter: Sanctuary cities harbor criminals
    Muscatine:Journal
    July 12, 2017

In the 2016 presidential election, 63 million Americans voted for the candidate who promised to faithfully enforce the immigration laws passed by Congress -- in stark contrast to his predecessor. And now that action against illegal immigration has begun, the spotlight is on more than 650 cities, counties, and municipalities that have their own statutes that directly oppose federal and even state laws. These local governments uphold sanctuary laws that forbid local officials from assisting federal agents who are enforcing U.S. immigration law. From 1990 to 2014, the number of unauthorized immigrants in the U.S. tripled from 3.5 million to 11.7 million, meaning that illegal immigrants now account for about 3.5 percent of the nation's population. Because these illegal immigrants aren't 'vetted' before entering the country, a disproportionate number of violent criminals have infiltrated these otherwise hardworking individual families seeking a better life.

Congresswoman Tulsi Gabbard Votes Against Bill to Gut Clean Air Act
    Tulsi Gabbard (D-HI, 2nd)
    July 18, 2017

This bill erodes the Clean Air Act’s science-based standards to measure air quality at the expense of the health and safety of the American people, all to benefit heavy-polluting industries. Rolling back the EPA’s ability to regulate air quality and enforce crucial ozone standards for eight years will exacerbate asthma, respiratory illness, and other health issues impacting our family, workforce, and kūpuna.

    Mike Gallagher (R-WI, 8th)
    July 14, 2017

“Today in the House, we took an important step toward ensuring that the U.S. military is modern, lethal, and capable, and that our service members are trained, equipped, and ready to fight at a moment’s notice. This bill gets us closer to our goal of a 355 ship Navy, and includes funding for three littoral combat ships. After eight years of experiencing a sharp rise in the number of military threats from foreign aggressors and playing passive spectator on the world stage, today’s vote in the House demonstrates to our allies and adversaries our unquestioned commitment to global leadership. As we look ahead toward conference with the Senate, I will continue to fight tooth and nail to give our warfighters exactly what they need to deter threats, support our allies, and above all, keep the American people safe.”
