House Oversight and Government Reform Committee Passes the PREPARE Act
Washington, D.C. - November 4, 2017 (The Ponder News) -- The R Street Institute welcomes today’s unanimous vote by the House Oversight and Government Reform Committee to pass legislation that would better coordinate federal agencies to respond to natural disasters.
Sponsored by Reps. Matt Cartwright, D-Pa., and Leonard Lance, R-N.J., H.R. 4177, the PREPARE Act, would create an interagency council to help plan federal disaster responses and make recommendations on the best way to plan for extreme weather, while also importantly working with stakeholders at the state and local level to disseminate information about preparedness.
“This year’s massive hurricanes and wildfires serve as a reminder that the cost to respond to natural disasters continues to grow, and taxpayers are footing an ever larger part of the bill,” R Street Senior Fellow R.J. Lehmann said. “The PREPARE Act offers a plan to prepare for and coordinate response in ways that are both streamlined and efficient.”

“From the hurricanes that ravaged Texas, Puerto Rico, Florida, and the U.S. Virgin Islands, to the wildfires that continue to blaze across California and other Western states, recent natural disasters have violently upended the lives of millions of Americans. In the wake of this widespread devastation, I’m relieved Congress approved supplemental aid for the ongoing recovery and rebuilding efforts. Affected regions will need continued federal support in the months and years ahead, and we must not hesitate to provide those additional resources moving forward.”

Nurses in Puerto Rico Warn Dire Conditions, Slow Relief Effort Posing Urgent Health, Safety Crisis
Washington, D.C. - October 10, 2017 (The Ponder News) -- NNU’s Registered Nurse Relief Network (RNRN) sent 50 RNs as part of a 300-member deployment led by the AFL-CIO in conjunction with the Puerto Rican Federation of Labor and the San Juan Mayor’s office. They cite:
“While we hear boasts of a great response, the reality on the ground is far different,” said Bonnie Castillo, RN, director of NNU’s RNRN program. “What our nurses witness daily is the harsh reality of a woefully inadequate government response and the brutal, inhumane impact on the Puerto Rican people. People are still without food and drinking water. That poses an enormous humanitarian threat in terms of disease, life, and death and who succumbs first,” Castillo said.
“There can be no more delays. There is an extreme threat to life. The Trump Administration, FEMA, and Congress must act immediately,” Castillo said.
On the southern edge of San Juan municipality, where there has been no contact with FEMA, Red Cross or any official relief. This family has been sleeping in their roofless house on soaking wet furniture for weeks. The youngest child has (unsurprisingly) developed a rash. When RN Lucia Lopez gave the mother hydrocortisone cream, she burst into tears.
Among first hand RN reports:
“Spent the day in Rio Grande, a hard hit area outside of San Juan. No power or water here since Maria. We set up a clinic at a FEMA site (their first time here). People lined up for blocks since 10 pm last night. But FEMA was only handing out papers! Papers, which need to be filled out in order that they might receive some reimbursement eventually. Each person received a small bottle of water, a mini bag of Cheeze-Its and a little pack of vanilla cookies. Outrageous. Meanwhile grocery stores have limited supplies and lines for many blocks. What amazes me is how kind, calm and sharing the Puerto Ricans are, sharing with and helping their friends, family and neighbors. We were able to provide care to some, not nearly enough, but one small contribution to this tragedy today. – Erin Carrera, RN
“Today we went to Corozal after meeting in the disaster command center this a.m. We set up a clinic at a school where families are living, and then the mayor drove us up a hill to do door-to-door assessments. Families were extremely relieved to see us. We are seeing a breakout of leptospirosis in the community here, at least three people have died and FEMA is not releasing water to the community. Yesterday, people stood in line since 10 p.m. the previous night in hopes FEMA would show up and give them food and water. To everyone's dismay FEMA showed up, but they were not there to get food or water, they were there to fill out paperwork. They handed one bottle of water and a snack pack of Cheez-It's. I saw many patients yesterday; there were so many I lost count. It was really sad, however it's always amazing to see the spirit of the community. Neighbors are banding together to care for each other offering their last food to us not knowing if there will be any more food delivered to them. -- Kent Savary, RN

We did home visits in the low-income community today with the public health liaisons who identify those in need and help them do basic blood pressure checks, blood sugar checks, refill their meds, etc. They have already had chronic diseases going on and now their environment is full of hazardous materials and sanitation is so poor. They could not get a hold of their doctors due to closure of many clinics in the area. It's also hard to get prescriptions filled since they don't have money. EEI CONTINUES TO COORDINATE WITH FEDERAL GOVERNMENT AND INDUSTRY PARTNERS TO SUPPORT POWER RESTORATION EFFORTS IN PUERTO RICO, AS NEW STORM DEVELOPS IN GULF
Washington, D.C. - October 7, 2017 (The Ponder News) -- Edison Electric Institute (EEI) Executive Director of Security and Preparedness Scott Aaronson released the following statement on EEI’s efforts to coordinate with the federal government and industry partners to support power restoration and recovery efforts in Puerto Rico.
“The primary focus in Puerto Rico has been on the distribution of commodities such as food, water, and fuel for temporary power at critical facilities, as well as improving security, removing debris, and clearing roads. As these operations bring stability to Puerto Rico, efforts are shifting to long-term recovery and restoration of critical infrastructure, including the energy grid.
“The U.S. Army Corps of Engineers has been tasked with leading power restoration efforts on the island and will be working directly with the Puerto Rico Electric Power Authority on this mission.
“Along with our colleagues at the American Public Power Association and the Electricity Subsector Coordinating Council, EEI will continue to monitor the progress of this restoration mission and will work closely with all industry mutual assistance networks to ensure that any additional worker and resource needs are addressed quickly. EEI member companies and the entire electric power industry stand ready to support the long-term recovery efforts in Puerto Rico.
“EEI also is tracking a new storm in the southern Gulf of Mexico that could threaten the Gulf Coast this weekend. The electric power sector remains in close coordination during this already historic hurricane season, and CEOs from electric companies in the new storm’s path already have convened to prepare the industry and our customers for the possibility of another significant weather event.”

Statement on ALPA Pilots Assisting in Recent Hurricane Recovery Efforts
Washington, D.C. - October 6, 2017 (The Ponder News) -- The Air Line Pilots Association, Int’l (ALPA) president Capt. Tim Canoll issued the following statement today after the latest efforts by ALPA pilots to assist in the aftermath of recent hurricanes that caused massive damage and displaced citizens across Texas, Florida, and Puerto Rico:
“Over the past several weeks, there have been numerous examples of pilots, airlines, and aviation employees working together to provide support to those impacted by hurricanes and flooding. The latest example took place today at Newark International Airport, where United Airlines pilots volunteered their time to fly a humanitarian mission composed of over 300 specialized union volunteers, as well as much-needed supplies, to Puerto Rico in order to assist in efforts to rebuild the U.S. territory.
“ALPA’s United pilots were instrumental in orchestrating this important flight, along with the AFL-CIO, the Association of Flight Attendants-CWA, and the International Association of Machinists and Aerospace Workers. I salute them all for their collective efforts and commitment to their fellow Americans.
“Every day, pilots usher passengers and cargo safely to destinations around the world, and during difficult times like these it’s heartening to see that professionalism and experience bring support and supplies to areas in need.
“We are grateful for all the ALPA pilots at numerous airlines who have dedicated their time and resources recently, and applaud their continuing efforts to lift up our profession and each other.”
Founded in 1931, ALPA is the largest airline pilot union in the world and represents over 57,000 pilots at 33 U.S. and Canadian airlines.

Congressman Serrano Sends Letter to President Trump Urging Him to Rebuild Communications Infrastructure in Puerto Rico
"Puerto Rico is facing a humanitarian crisis and adequate communication systems are necessary in order to adequately carry out the relief efforts," said Congressman Serrano. Dear Mr. President:
We write to urge you to immediately deploy all available federal assets and relevant federal agencies to Puerto Rico for the express purpose of reestablishing telecommunications services such as telephone, cellular phone, and internet services in Puerto Rico and the U.S. Virgin Islands. The situation is very dire in Puerto Rico right now and with many localities still cut off from the rest of the island, communications are key in sharing information, residents receiving aid from first responders as well as from their relatives in the 50 states, and localities being able to respond to the first aid needs of communities and receive the support necessary to prevent further loss of life.
Currently, private telecommunications service providers are sending response teams from the 50 states and assessing the damage to the infrastructure in Puerto Rico and the U.S. Virgin Islands. While the service providers have been proactive, we believe that due to the gravity of the situation, it is necessary for the federal government to support the reestablishment of services as quickly as possible for individuals and localities throughout the islands. In short, cellular and internet connections for basic communications purposes are crucial in fulfilling basic necessities. FEMA and other government agencies such as the Office of Cybersecurity and Communications at the Department of Homeland Security’s National Protection and Programs Directorate have the mission of helping restore emergency communications networks and critical infrastructure for government, first responders, states, and localities. In addition, the Department of Defense has the capacity to provide resources and capabilities when other federal agencies are overwhelmed. We respectfully request that the full extent of these federal assets be deployed immediately to help restore individual service as well- at least until private service providers can fully restore their networks.
The lack of communications is undermining the relief effort- especially in communities currently cut off from other parts of the island. A working cellular network is necessary in order to receive emergency services and medically treat those in need to prevent the loss of life. It is also vital in order for municipalities to communicate with Commonwealth and federal disaster response authorities in order to receive the necessary help. From roads that need to be cleared, to locating missing persons, to communicating with remote areas and maintaining the safety and security of its residents, telecommunications services are vital.
Network restoration will also assist disaster response relief teams in narrowly tailoring aid to those areas most in need and quickly deploying assets across the island. In short, reestablishing communications in a prompt manner is crucial in order to have an effective disaster response and relief efforts.
The people of Puerto Rico need robust assistance at this hour of great need and it is incumbent upon us to help in every manner possible. Thank you for your attention to this matter and we look forward to your response.

House Passes Disaster Tax Relief and Airport and Airway Extension Act
LaMalfa said: “With funding expiring on September 30th, it was important to extend authorization for the FAA and prevent nationwide employee furloughs and project halts. In addition, contained in the bill is reauthorization for the Teaching Health Centers program which is particularly important in rural areas, like Northern California, where doctor shortages are a real problem. This program has been an effective tool to address that.
This legislation also increases availability of flood insurance in high risk areas and provides a tax break to our neighbors in the South, who have been severely impacted by Hurricanes Harvey, Irma, and Maria in recent months. This is a timely and important bill, and I hope the Senate will put it on the President’s desk as quickly as possible.”

A little over a month ago, President Trump announced his intention to declare the opioid epidemic a national emergency. He was right—it is an emergency. Drug overdoses killed almost 54,000 people in 2015, and the majority of those deaths involved an opioid. Last year about 12 million Americans misused an opioid, and the overdose death toll rose to 65,000. The opioid crisis is cutting deep scars in our communities, and in some states, is taking more of our loved ones than car accidents, suicides and firearms combined. It is absolutely an emergency and we urge the president to move quickly in formally declaring the opioid crisis a national health emergency.
