Washington, D.C. - November 4, 2017 (The Ponder News) -- U.S. Sen. Sherrod Brown (D-OH) urged the House of Representatives to follow the Senate’s lead on the Children’s Health Insurance Program (CHIP), and work toward a bipartisan solution for CHIP funding. Last month, the Senate Finance Committee – of which Brown is a member – voted nearly unanimously to pass a bipartisan deal that would lock in a five-year funding extension of CHIP. Rather than work in a bipartisan manner, the House today passed a partisan CHIP extension that while similar to the Senate bill, creates winners and losers by funding CHIP by raising costs for Ohio seniors and cutting critical public health funds. Brown is a sponsor of the Senate bill to extend funding for CHIP, which covers more than 209,000 Ohio children.
“We shouldn’t be pitting Ohio seniors against Ohio children,” said Brown. “That’s why Senator Portman and I, and our colleagues on the Finance Committee, voted for and continue to work on a bipartisan bill that takes care of children and their families without hurting seniors.”
Unlike the Senate CHIP extension – which passed with strong bipartisan support in the Senate Finance Committee – the House bill passed on a near party-line vote today. The House CHIP extension would increase costs for many seniors in Medicare, and would slash funding for the Prevention and Public Health Fund, which provided Ohio with $22.9 million last year to help prevent disease.

Stefanik Applauds Over 175 Bipartisan Cosponsors on Community Health Bill

TEACHING HEALTH CENTER PROGRAMS Legislation Introduced
Washington, D.C. - July 26, 2017 (The Ponder News) -- Congresswoman Cathy McMorris Rodgers (WA-05) and Congresswoman Niki Tsongas (D-MA), along with Reps. Jeff Denham (R-CA), David Valadao (R-CA), Raul Ruiz, M.D. (D-CA), and Derek Kilmer (D-WA), introduced the Training the Next Generation of Primary Care Doctors Act of 2017 to reauthorize the Teaching Health Center Graduate Medical Education (THCGME) Program for three years. This legislation will also allow for the expansion of new programs within existing centers and the creation of entirely new teaching health centers while emphasizing the importance of establishing sustainable funding.
“Bringing more physicians to Eastern Washington is one of my top priorities,” said McMorris Rodgers. “Our rural and urban underserved communities struggle to access the medical professionals they need and Teaching Health Center programs like the Spokane Teaching Health Clinic will help create a new generation of rural doctors—trained right here in our community.”
“The benefits of Teaching Health Centers are widespread. They give aspiring primary care physicians – who are so crucial to providing personalized preventative care and ensuring health concerns are caught and treated early – the opportunity to train in a diverse setting,” said Tsongas. “And as I have seen in my own district at exceptional facilities like the Greater Lawrence Family Health Center, Teaching Health Centers provide communities with the next generation of physicians for their area.”

NOTE: Currently, the physician-to-population ratio in rural communities is stark. Only about 10% of physicians practice in these areas, even though almost a quarter of the population lives there. Compared to doctors who train in the traditional Medicare program, those trained at Teaching Health Centers are 82% more likely to practice primary care, 20% more likely to work in rural communities, and 55% more likely to work in underserved areas. This legislation will work to meet the needs of rural and underserved communities through access to primary care medical professionals.

House Action To Find 21st Century Cures
Washington, D.C. - December 1, 2016 (The Ponder News) -- Rep. Pete Olson (TX-22) voted to help deliver more cures, treatments, and therapies to patients, and to bring our health care system into the 21st century. After voting in favor of the 21st Century Cures Act, which passed on a broadly bipartisan 392-26 vote, Rep. Scott Peters released the following statement:
“The 21st Century Cures Act achieves a goal I have prioritized since coming to Congress – boosting funding for the National Institutes of Health – that will make America more competitive and create the jobs of the future right here in San Diego.
“There isn’t a city in America better positioned to meet the bold aspirations of the 21st Century Cures Act, or benefit from the resources it provides, than San Diego. We are the center of genomics, the center of life sciences, and the center of collaborative scientific research that makes groundbreaking discoveries and improves peoples’ lives.
“Programs like the Cancer Moonshot and the Precision Medicine Initiative – which have the potential to unlock cures that will change millions of lives – are already counting on and investing in San Diego’s world-class research institutions. And the streamlining of FDA approval processes will incentivize innovation and give patients – particularly those with life threatening or debilitating diseases – more options to manage their diseases and improve their quality of life.
“This legislation also includes desperately needed funding to confront the opioid epidemic – a scourge that has taken a heartbreaking toll on families in every community in America, including San Diego.
“I would have preferred the higher level of mandatory funding included in the version considered earlier this year, but appreciate the work that was done to come to this bipartisan compromise. The 21st Century Cures Act is still a significant investment in our scientific community that offers the potential for discovery to improve lives and expand economic opportunity. I am proud to support it, and look forward to seeing it signed into law.”
Key provisions in the 21st Century Cures Act include:
*$4.8 billion in new funding for research through the National Institutes of Health over the next decade including $1.8 billion for the Cancer Moonshot, $1.5 billion for the BRAIN Initiative, and $1.45 billion for the Precision Medicine Initiative. San Diego is the top metro area in the country for NIH research funding, receiving more than $768 million in funding in 2015.
*$1 billion in new funding over the next two years for grants to states to prevent and treat opioid abuse.
*Streamlines the FDA approval process for certain devices and drugs and establishes programs for expedited approval of medical devices that represent breakthrough technologies.
*Supports the next generation of scientists by increasing to $50,000 from $35,000 the maximum annual payments on student loans under the Public Health Service Act for young NIH researchers.
