Ernst: A bipartisan plan that includes a secure border will not only reopen the government, but also put the wellbeing of American citizens first

Washington, D.C. - January 21, 2019 - (The Ponder News) -- Following President Trump’s proposed compromise to end the partial government shutdown, U.S. Senator Joni Ernst (R-IA) issued the following statement:

“Hardworking Iowans, and Americans across the country, are sick of government shutdowns and dysfunction in Washington. Americans want their elected officials to work together to solve the toughest problems facing our country – from our border security and immigration challenges to our broken budget and appropriations process.

“Our lack of border security has resulted in a humanitarian crisis with tens of thousands of illegal and inadmissible immigrants on our southern border every month. At the same time, many young, undocumented children were brought here by parents, caretakers, and so forth through no fault of their own. We should show compassion toward these now young men and women and pursue a measured approach that addresses their unique situation, while also respecting our immigration laws and discouraging future illegal immigration.

“I agree with President Trump and many of my colleagues that securing our southern border is a key part of a system to discourage illegal immigration and curb human trafficking and the transport of illegal weapons and drugs – in addition to the ability of gangs and terrorists to exploit the holes in our system.

“We have an opportunity to pass a bipartisan immigration bill. The deal President Trump has put on the table is one that both Democrats and Republicans can support. A bipartisan plan that includes a secure border will not only reopen the government, but also put the wellbeing of American citizens first.”

U.S. Senator Deb Fischer (R-Neb.) released the following statement after President Donald Trump announced his proposal to secure the border and end the partial government shutdown:

“I appreciate the president putting forward a reasonable proposal containing bipartisan ideas to secure our border and reopen government. I hope my colleagues on both sides of the aisle will take the time to review the details of it before rushing to judgment and I look forward to debating it on the Senate floor next week.”

Senator Cory Gardner (R-CO) made the following statement regarding President Trump’s plan:

“The government must be reopened. This proposal recognizes that need and is an offshoot of earlier efforts to tie border security funding to immigration reform, but on a smaller scale for both. This is a reasonable proposal – no one gets everything they want. No one gets as much as they wanted. More than anything, though, this proposal does open the government and boost border security. While some may be tempted to stay crouched in their partisan corners, I hope a majority in Congress realize that compromise is a keystone of government and accept this offer.”

Cardin Seeks to Expand Medicare to Include Dental Benefits

Washington, D.C. - January 8, 2019 - (The Ponder News) -- U.S. Senator Ben Cardin (D-Md.), a member of the Senate Finance Health Care Subcommittee, has introduced legislation (S. 22) that creates a dental benefit under Medicare Part B. Currently, Medicare does not pay for routine oral health care like checkups, cleanings and x-rays, restorative procedures, or dentures. Such care could help lower incidents of tooth loss and gum disease in older Americans. According to the Centers for Disease Control and Prevention (CDC), nearly one in five adults over the age of 65 have lost all of their teeth. About two in three (68 percent) adults aged 65 years or older have gum disease.

“Good oral health is essential to overall health, but quality oral care can be expensive – essentially out of reach – for too many people in Maryland and around the nation,” said Senator Cardin. “We’ve made incredible progress expanding dental coverage to children, now we must do the same for the older Americans across this country.”

An estimated 70 percent of seniors lack or have limited dental insurance, and fewer than half access dental care each year, according to the Wisdom Tooth Project of Oral Health America. The gap in coverage leads to high out-of-pocket costs for those who do access dental care.

The text of the Cardin legislation (S. 22) can be found here. The bill would repeal the statutory exclusion on Medicare coverage of dental care and dentures in Section 1862(a)(12) of the Social Security Act. The legislation expands Part B benefits to cover dental and oral health services, including routine cleanings and exams, fillings and crowns, major services such as root canals and extractions, emergency dental care, and other necessary services.

In September of last year, Senator Cardin led his colleagues in a bipartisan letter to the Department of Health and Human Services urging Secretary Azar to use existing authorities to improve Medicare coverage for adult oral health to improve oral health and overall wellness as well as potentially reduce costs to the Medicare program. Cardin was also responsible for guaranteeing pediatric coverage for dental care through both the Children’s Health Insurance Program (CHIP) and the Affordable Care Act (ACA).

The Cardin dental health bill has earned endorsements from Families USA, Justice in Aging, Center for Medicare Advocacy, and Oral Health America.

Bennet, Colleagues Reintroduce Bill Requiring President Trump to Publicly Release His Tax Returns

Washington, D.C. - January 8, 2019 - (The Ponder News) -- Colorado U.S. Senator Michael Bennet, a member of the Senate Committee on Finance, this week reintroduced a bill to require current presidents and future presidential nominees to release their tax returns to the public in an effort to increase transparency.

In the two years since Bennet first cosponsored this legislation, revelations about President Trump’s financial ties and his associates’ ties to Russia have surfaced, and it has been reported that Trump and his family spent decades committing tax fraud. President Trump has refused to follow the lead of presidential candidates from major political parties who have voluntarily released their tax returns, upsetting a bipartisan, pro-transparency tradition that has stood for 40 years since Watergate.

“At the foundation of our democracy is the ability of the American people to hold its government accountable,” Bennet said. “The public has a right to know about the financial connections and dealings that could influence President Trump’s domestic and foreign policy decisions.”

Section 6103 of the U.S. tax code grants the Chairman of the House Finance Committee and the Chairman of the House Ways and Means Committee authority to obtain the president’s tax returns from the Treasury Department. According to reports, House Democrats plan to use this authority to demand President Trump’s tax returns, but Treasury Secretary Steve Mnuchin has not said whether he would comply.

In addition to this effort, the Presidential Tax Transparency Act would require all sitting presidents to release their most recent three years of tax returns to the Office of Government Ethics (OGE). It also would require that, within 15 days of becoming the nominee at the party convention, presidential nominees must release their most recent three years of tax returns to the Federal Election Commission (FEC). Should the sitting president or future candidates refuse to comply, the Treasury Secretary would be required to provide the tax returns directly to the OGE or FEC respectively for public release.

2018 Farm Bill Strengthens SNAP-Education, Lacks Focus on Diet Quality

Washington, D.C. - December 12, 2018 - (The Ponder News) -- The following is a statement on the passage of the 2018 Farm Bill by the Bipartisan Policy Center’s SNAP Task Force co-chairs former secretaries of agriculture Dan Glickman and Ann Veneman and former Senate Majority Leader Bill Frist, M.D.:

“The 2018 Farm Bill passed by Congress contains major wins for SNAP-Education, healthy food incentives, and innovative nutrition pilots. These are important issues that are consistent with recommendations by the Bipartisan Policy Center’s SNAP Task Force released earlier this year. However, we believe more needs to be done in the 116th Congress to make diet quality a priority in the program.

“This legislation directs USDA’s Food and Nutrition Service to provide key technical assistance to support states in implementing and evaluating SNAP-Education. Given adequate appropriations, these changes will be a major step towards strengthening the nation’s largest and most important federal nutrition education and obesity prevention program.

“Also commendable in the bipartisan legislation is the funding increase for the Food Insecurity Nutrition Incentive Program (FINI). FINI’s funds increase from $100 million to $250 million over five years. With these additional funds, FINI will be able to support more projects that incentivize fruits and vegetables to SNAP participants. Equally encouraging is the $4 million per year for the new Harvesting Health pilot project to prescribe fruits and vegetables to low-income individuals that suffer from or are at-risk of developing a diet-related health condition. Innovative pilots like this are key to mitigating the costs of the diet-related disease crisis currently threatening our health care system, economy, and national security.

“Among these successes, there were also missed opportunities. Although this new Farm Bill supports fruit and vegetables incentives, research has shown that positive incentives combined with targeted disincentives for foods devoid of nutritional value, like sugar-sweetened beverages, are the most effective way of consistently improving diets. Exploring combined incentives and disincentives can still be done through robust pilots and research.

“Furthermore, we wish the 2018 Farm Bill had made diet-quality an explicit SNAP priority. SNAP’s current core objectives—fiscal integrity and food security—are critically important, but the primary focus of the program should be on nutrition. Luckily, this can still be done through voluntary internal policy change at the USDA, which we would wholeheartedly support.

“Despite these shortcomings, we applaud the committees’ bipartisan work and encourage the 116th Congress to create more bipartisan legislation that improves nutrition, promotes better health outcomes, and reduces healthcare costs while continuing to effectively meet the needs of America’s most vulnerable citizens.”

HHS seeks input on how to improve HIPAA rules

Washington, D.C. - December 12, 2018 - (The Ponder News) -- The Department of Health and Human Services’ Office for Civil Rights will accept comments through Feb. 11 on potential changes to the Health Insurance Portability and Accountability Act rules to promote coordinated, value-based care, according to a request for information released today.

In addition to broad input on the HIPAA rules, the RFI seeks comments on specific areas of the Privacy Rule, including encouraging information-sharing for treatment and care coordination; facilitating parental involvement in care; addressing the opioid crisis and serious mental illness; accounting for disclosures of protected health information; and changing the requirement for certain providers to make a good faith effort to obtain an acknowledgment of receipt of the Notice of Privacy Practices.

“In addressing the opioid crisis, we’ve heard stories about how the Privacy Rule can get in the way of patients and families getting the help they need,” said HHS Deputy Secretary Eric Hargan. “We’ve also heard how the Rule may impede other forms of care coordination that can drive value. I look forward to hearing from the public on potential improvements to HIPAA, while maintaining the important safeguards for patients’ health information.”
