The recently passed CARES Act includes provisions to provide direct financial assistance to millions of Americans across the country. These payments, or rebates, will come from the Internal Revenue Service (IRS) and for those who filed a federal income tax return in 2018 or 2019, processing will be based on the payment and address information already on file. The payment for each adult is $1,200, or $2,400 for joint filers, and $500 for each qualifying under the age of 17.

Spanberger Presses FDA to Cut Red Tape for Central Virginia Distilleries Producing Hand Sanitizer

In a letter sent to FDA Administrator Stephen Hahn, Spanberger and 86 of her colleagues requested that the agency update its guidance to recognize the use of undenatured alcohol in sanitizers. Undenatured alcohol—which distillers in Central Virginia and across the country have readily available—is compliant with the World Health Organization’s (WHO’s) hand sanitizer formula and has the same effectiveness as denatured alcohol.

Somebody Cares Network Respond to COVID19 Crisis

In response to a plea from the White House for donations of supplies to hospitals, clinics, and other medical providers, Somebody Cares America/International has distributed over 40 thousand N95 masks, normally used by SCA for wildfires and relief efforts involving mold from flooding. Recipients include medical relief ministries in Texas and California; various medical practitioners and healthcare systems in Texas; a testing clinic in the Houston area; a military base quarantine site; law enforcement; and our Somebody Cares Baltimore chapter, which is working alongside the local police department and the National Guard to help with the crisis in their community.

Rosen Tours UNLV School of Medicine, Requests GAO Report on Solutions to Address Physician Shortages and Increase Access to Care

Washington, D.C. - April 16, 2019 - (The Ponder News) -- U.S. Senator Jacky Rosen (D-NV), a member of the Senate Committee on Health, Education, Labor & Pensions, joined the UNLV School of Medicine Founding Dean, Barbara Atkinson, M.D, for a tour of the University of Las Vegas School of Medicine. Rosen recently sent a letter to Comptroller General Gene L. Dodaro requesting a report from the Government Accountability Office (GAO) to examine the effectiveness of the current structure of federally-funded Graduate Medical Education slots in meeting the needs of patients. Rosen requested that GAO also outline solutions for addressing the physician shortage to increase access to health care services. According to the Health Resources and Services Administration, nationwide 14,900 primary care providers are currently needed to fill this gap. Nevada ranks 48th in the nation in terms of primary care physicians per capita.

“Due to the low doctor to patient ratio, all 17 counties in Nevada are designated health shortage areas,” said Senator Rosen. “The mass shortage of physicians is causing longer wait times and less access to both primary and specialty care for Nevadans. I applaud the UNLV School of Medicine’s efforts in helping to address this urgent and important issue. I will continue to work in Congress on forward-thinking solutions to ensure Nevadans are able to get access to the care that they need.”

“Senator Rosen has shown a deep commitment to protecting the health of Nevadans,” said Barbara Atkinson, Founding Dean of the UNLV School of Medicine. “We’re thankful for her support in our mission to educate Nevada’s future doctors and medical professionals.”

BACKGROUND: Last Congress, then-Congresswoman Rosen supported the Resident Physician Shortage Act of 2017 (H.R. 2267), which would work to reduce the shortage of physicians in the United States by increasing the number of Medicare-supported graduate medical education (GME) residency slots at U.S. hospitals, as well as Medicare-supported hospital residency positions. Earlier this year she helped introduce the bipartisan Conrad State 30 and Physician Access Reauthorization Act, which would reauthorize the “Conrad 30” program that allows special visas for immigrant doctors to work in medically underserved areas.

This year, Senator Rosen introduced the Building Blocks of STEM Act (S.737) to provide better access to STEM education to provide students greater opportunities to pursue careers in science and health.

Ethical Patient Care for Veterans Act of 2017 Introduced in the House

Washington, D.C. - October 17, 2017 (The Ponder News) -- Eastern Washington Congresswoman Cathy McMorris Rodgers (R-WA, 5th), House Veterans Affairs Committee Chairman Phil Roe (R-TN), and Congressman Bruce Poliquin (R-ME) introduced the Ethical Patient Care for Veterans Act of 2017. This legislation requires Department of Veterans Affairs (VA) medical professionals to report directly to state licensing boards if they witness unacceptable or unethical behavior from other medical professionals at the VA. The legislation is in response to the alarming USA Today article that revealed the VA failed to disclose bad medical practitioners to the public, risking the public’s exposure to these dangerous doctors.

“These newest reports out of the VA are deeply troubling,” said McMorris Rodgers. “Our veterans deserve the best care imaginable, but as we’ve seen, far too often that’s not the case. This bill will help reform the culture at the VA by holding bad actors accountable and keeping them from continuing these mistakes at the VA or elsewhere. We should be rolling out the red carpet to our nation’s heroes in Eastern Washington and around the country, and that starts with ensuring that the best and brightest are at the VA caring for our veterans.”

“The findings of the USA Today investigation are intolerable,” said Chairman Roe. “The committee has long been concerned about VA’s settlement agreements, and even held a hearing on the topic last year. While I can appreciate VA’s recent decision to more closely vet settlement agreements, malfeasance within the department will not be ignored. It certainly cannot be rewarded and hidden from state licensing boards. As a physician, I find this deeply troubling, and I thank Reps. McMorris Rodgers and Poliquin for their leadership on this issue.”

“These most recent reports are nothing short of appalling,” said Congressman Poliquin. “Our Maine Veterans depend on their services at Togus and other VA facilities across our State for critical care, and it is absolutely unacceptable for them to ever be subjected to this kind of medical malpractice. We must have accountability at the VA, to ensure our Veterans are always getting the best care possible, and I am proud to be working on the Veterans Affairs’ Committee to do that. I’m now pleased to work with Chairwoman McMorris Rodgers and Chairman Roe to help prevent this unacceptable behavior from occurring again.”

NOTE: Currently, if the VA receives a report of substandard health care practices, it takes at least 100 days to decide whether to refer the matter to a state licensing board. This legislation will require timely reporting to state licensing boards so there is proper notice of these serious allegations.

As reported by USA Today, “the VA — the nation’s largest employer of health care workers — has for years concealed mistakes and misdeeds by staff members entrusted with the care of veterans.” The article lays out a number of cases where doctors provided poor, unethical, or irresponsible care, and faced zero medical licensing reviews.

By requiring malpractice to be reported to state licensing boards, this legislation ensures that if poor care happens, doctors and clinicians will no longer be shielded by the VA and could face consequences just like they do in private practice.

In June, Rep. McMorris Rodgers had representatives from the House Veterans Affairs Committee come to the Spokane VAMC to conduct a site visit and see where improvements could be made. On the visit, they discovered a hole in the roof that had been ignored for years that was leaking into important electrical, heating, and cooling areas. The Congresswoman went back and got funding, and construction will soon begin to fix the hole and ensure our VA facilities are safe and healthy. Read more from the Spokesman-Review here.

Why is there a Shortage of Doctors?

Washington, D.C. - August 23, 2017 (The Ponder News) -- Representative Ruben J. Kihuen released the statement below following a press conference addressing the shortage of doctors in Nevada. The event highlighted H.R. 2267: Resident Physician Shortage Reduction Act of 2017, which would expand the current cap on the number of Medicare-supported training slots for doctors, helping to grow a strong physician workforce and address the nation’s looming doctor shortage.

“The Affordable Care Act helped improve Nevada’s healthcare system, but we still rank among the worst states in the nation. Too often, hard working Nevadans are getting left behind when it comes to getting reliable and affordable health coverage. All of Nevada's 17 counties have been designated Health Professional Shortage Areas. New academic programs like those offered by the University of Nevada, Las Vegas medical school will help alleviate this doctor shortage long term. However, our graduates will still have a tough time finding a hospital in Nevada to complete their required training because of a lack of Medicare-supported residency training programs. Passing the Resident Physician Shortage Reduction Act is the first step in addressing our doctor shortage crisis in Nevada by helping expand the number of residency slots for doctors. It is unacceptable for anyone to be forced to wait months to access vital healthcare services. I look forward to working with community stakeholders and my colleagues in Congress to help Nevadans finally get the care they deserve.”
