Reps. Cohen and Jones Introduce the Bipartisan Horse Transportation Safety Act

Washington, D.C. - October 13, 2017 - (The Ponder News) -- Congressman Steve Cohen (D-TN) and Congressman Walter B. Jones (R-NC) today introduced the Horse Transportation Safety Act. This bipartisan legislation would prohibit interstate transportation of horses in a motor vehicle containing two or more levels stacked on top of one another. It would also create civil penalties of at least $100 for each horse involved. 

“When we allow animals to be mistreated or disrespected, we also devalue our own humanity,” said Congressman Cohen. “Horses cannot be safely or humanely transported in double-deck trailers that are built for much smaller animals, and our laws should reflect that. I am proud to sponsor the Horse Transportation Safety Act, which will ensure that these beautiful creatures are treated humanely.”

“As a longtime owner of horses, I know the importance of safe and secure transportation for these precious animals. Double-deck trailers and similar motor vehicles are not it,” said Congressman Jones. “Horses are incredible creatures that deserve the most humane treatment. Thank you Congressman Cohen for introducing legislation to ensure just that.”

On November 7, 2007, the United States Department of Agriculture issued a statement recognizing the inhumane practice stating that, “double-deck trailers do not provide adequate headroom for equines, with the possible exception of foals and yearlings. We do not believe that trailers that have two or more permanent levels that are not collapsible can be adequately altered to accommodate adult equines, especially tall equines.”

The Horse Transportation Safety Act would close a regulatory loophole whereby drivers have an incentive to inhumanely transport horses to assembly points then reload them into single level trailers just outside their final destination.

The American Veterinary Medical Association has approved the National Agriculture Safety Database’s research calling for at least 7’-8’ ceiling clearance for horses when traveling.  The average horse stands 7’ (15 hands) high and when traveling should at least have adequate headroom to stand with normal posture.

Buchanan Offers Amendments to Stop Horse Slaughter, Protect Endangered Species and Fight Red Tide

Washington, D.C. - September 1, 2017 (The Ponder News) -- U.S. Rep. Vern Buchanan today announced that he will be offering amendments to prohibit horse slaughter, combat red tide and protect endangered species as part of a government funding bill to be considered by Congress next week.

Buchanan submitted the three amendments to the House Rules Committee, which will decide Tuesday whether to allow the measures to be brought to the House floor for a vote.

“Banning the slaughter of horses, curbing harmful red tide and funding the Endangered Species Act are important issues to the people in my district and the rest of Florida,” Buchanan said. “It's time for Congress to end partisan gridlock and pass common-sense policies.”

Specifically, Buchanan offered the following amendments to H.R. 3354, the Make America Secure and Prosperous Appropriations Act of 2018:

  • Buchanan Horse Slaughter Amendment – Prevents the reopening of horse slaughter facilities in the United States by prohibiting federal funding for health and safety inspections which is required by law at all meat processing plants. Buchanan is also the sponsor of the SAFE Act to permanently ban the slaughter of horses for human consumption in the U.S. as well as the export of live horses to Mexican and Canadian Slaughterhouses.
  • Buchanan Red Tide Amendment – Increases funding for NOAA’s National Ocean Service by $8 million to detect, respond to and develop new and innovative technologies to mitigate the impacts of red tide. Red tide, caused by Karenia brevis algae, is a toxic bacteria that has lingered along Suncoast shores on and off for several months now, killing thousands of fish and discouraging potential visitors from taking in some of the country’s best beaches.
  • Buchanan Endangered Species Amendment – Restores $3,393,000 to the U.S. Fish and Wildlife Service (FWS) for new species listings under the Endangered Species Act. The FWS is the principal federal agency responsible for conserving and protecting fish, wildlife, plants and their habitats. Two of Florida's most iconic animals, the panther (endangered) and the manatee (threatened), have been listed under the Endangered Species Act since 1976.

  • Buchanan, the co-chair of Florida's congressional delegation, has long placed a priority on combating red tide and cracking down on animal cruelty. He has successfully fought for red tide research and was recently honored as the U.S. Humane Society's Legislator of the Year for his leadership on animal welfare issues.

    News Bytes to Ponder...(horses, water, firearms, guns, maternity, outsourcing, Medicaid, illegal immigrants, )

    A coalition of leading animal welfare groups has endorsed bipartisan legislation introduced by Congressman Vern Buchanan to permanently ban the killing of horses for human consumption in America and end the export of live horses to Mexican and Canadian slaughterhouses.

    The SAFE Act (Safeguard American Food Exports) is co-sponsored by Reps. Jan Schakowsky, D-Ill., Earl Blumenauer, D-Ore., Ed Royce, R-Calif., and Michelle Lujan Grisham, D-N.M.

    Congressman Ken Buck (CO-04) introduced H.R. 519, the Water and Agriculture Tax Reform Act of 2017 (WATER Act), a key legislative priority that Buck shepherded through committee last year and hopes to see on the House Floor in the 115th Congress. The legislation permits mutual water and storage delivery companies to retain their non-profit status even if they receive more than 15% of their revenue from non-member sources. The additional non-member revenue raised under the act must be used for maintenance, operations, and infrastructure improvements. By allowing these companies to raise additional revenue from non-members, they can invest in infrastructure improvements that allow them to offer more affordable water resources to their members.

    Freshman Representative Ted Budd co-sponsored the Concealed Carry Reciprocity Act of 2017. This bill provides law-abiding citizens with concealed carry permits the legal protection to carry in other states that recognize their own residents’ right to concealed carry.

    The House of Representatives passed the Improving Access to Maternity Care Act (H.R. 315), introduced by Congressman Michael C. Burgess M.D. (R-TX), Congresswoman Anna Eshoo (D-CA), and Congresswoman Lucille Roybal-Allard (D-CA). The Improving Access to Maternity Care Act would increase data collection by the Department of Health and Human Services (HHS) to help place maternity care health professionals working in the National Health Service Corps (NHSC) throughout geographic regions experiencing a health professional shortage.


    Congresswoman Cheri Bustos (IL-17) introduced her first piece of legislation in the 115th Congress, continuing her focus on growing our economy and boosting our region’s manufacturing industry. She also held a press conference with House Democratic Leader Nancy Pelosi and colleagues from the industrial heartland to discuss the legislation.

    The Overseas Outsourcing Accountability Act would require President-elect Donald Trump to develop a national strategy to stop outsourcing and allow Congress to measure its success through a review every two years. This legislation does not require Trump to follow a prescribed path; however, it would rein in his inconsistent behavior by requiring him to put a real strategy down on paper for working families to evaluate.

    U.S. Representatives G. K. Butterfield (NC-01), David E. Price (NC-04), and Alma Adams (NC-12), the Democratic members of North Carolina’s congressional delegation, sent a letter to the federal Centers for Medicare and Medicaid Services (CMS) in strong support of a State Plan Amendment to expand Medicaid in the State of North Carolina.

    Medicaid expansion is a core provision of the Affordable Care Act. Under North Carolina Governor Roy Cooper’s proposal, North Carolina will receive $4 billion in federal funding while saving over $330 million in uncompensated care. Studies have shown that expanding Medicaid in North Carolina will provide access to care for over half a million state residents, streamline care delivery, and create tens of thousands of new jobs.

    Congressman Ken Calvert (CA-42) reintroduced legislation aimed at preventing criminal illegal immigrants from being released from custody. The Help Ensure Legal Detainers (HELD) Act, H.R. 514, would require localities to adhere to Immigration and Customs Enforcement (ICE) detainers.

    U.S. Senator Johnny Isakson, R-Ga., and U.S. Representative Earl L. "Buddy" Carter, R-Ga.-01, introduced legislation in both the U.S. Senate and the U.S. House of Representatives to expand and protect Fort Frederica National Monument located on St. Simons Island, Ga.

    Rep. Jeff Duncan (SC-03) along with Rep. John Carter (TX-31) introduced a bill to cut through the red tape on owning firearm suppressors. The Duncan-Carter Hearing Protection Act will remove suppressors from the scope of the National Firearms Act (NFA), replacing the outdated federal transfer process with an instantaneous National Instant Criminal Background Check )NICS). The bill also includes a provision to refund the $200 transfer tax to applicants who purchase a suppressor after October 22, 2015, which was the original date of introduction. In stark contrast, many countries in Europe place no regulations on their purchase, possession, or use.
