The report raises several deficiencies in SBA’s efforts to work with HBCUs, despite President Trump’s 2017 Executive Order to promote engagement with HBCUs, strengthen HBCU participation in federal programs, and direct federal agencies to identify priorities for working with HBCUs.

House Passes Amata-Cosponsored Veterans’ Bill To Report On Overcoming Barriers To Benefits

This Act requires the Comptroller General of the United States to conduct a three-year study of disability and pension benefits provided to Veterans who served in special missions, including pilots and divers, and who served on reserve components of the Armed Forces while on active duty. This multi-year study will examine disability and pension data from 2008 to 2018 to identify any barriers that exist specific to these veterans. Next, the study will focus on possible ways to overcome these barriers.

United States Wins Dispute Finding China’s Administration of Grain Tariff-Rate Quotas Breaches WTO Commitments

Washington, D.C. - April 22, 2019 - (The Ponder News) -- U.S. Trade Representative Robert Lighthizer and Secretary of Agriculture Sonny Perdue announced today that a World Trade Organization (WTO) dispute settlement panel found that China has administered its tariff-rate quotas (TRQs) for wheat, corn, and rice inconsistently with its WTO commitments. Contrary to those commitments, China’s TRQ administration is not transparent, predictable, or fair, and it ultimately inhibits TRQs from filling, denying U.S. farmers access to China’s market for grain.

This panel report is the second significant victory for U.S. agriculture this year, and, together with the victory against China’s excessive domestic support for grains, will help American farmers compete on a more level playing field.

“This second important victory for the United States further demonstrates that President Trump will take all steps necessary to enforce trade rules and to ensure free and fair trade for U.S. farmers. The Administration will continue to press China to promptly come into compliance with its WTO obligations,” said Ambassador Lighthizer.

China’s grain TRQs have annually underfilled. USDA estimates that if China’s TRQs had been fully used, it would have imported as much as $3.5 billion worth of corn, wheat and rice in 2015 alone.

“Making sure our trading partners play by the rules is vital to providing our farmers the opportunity to export high-quality, American-grown products to the world,” said Secretary Perdue. “Today’s announcement is another victory for American farmers and fairness in the global trade system. We will use every tool available to gain meaningful market access opportunities for U.S. grains and other agricultural products.”

Background:
Upon accession to the WTO, China made commitments specific to its administration of TRQs, including the commitment to administer its TRQs in a transparent, predictable, and fair basis, using clearly specified administrative procedures and requirements that do not inhibit the filling of each TRQ. In August 2017, the United States requested that the WTO establish a dispute settlement panel to consider whether China administers its TRQs for long-grain rice, short- and medium-grain rice, wheat, and corn in a manner inconsistent with its WTO commitments.

Today’s panel report agrees with the United States that China administers its TRQs in a manner inconsistent with its Accession Protocol obligations, through its eligibility criteria, allocation and reallocation procedures, public comment process, and processing restrictions. In addition, China allocates a significant portion of each TRQ to a designated state-trading enterprise (STE) and does not subject the STE to the same rules applied to non-state trading enterprises applying for and importing grains under the TRQs. Each finding individually established that China’s TRQ measures are inconsistent with its obligations.

Compliance with WTO rules will lead to market-oriented TRQ administration and improved access for U.S. and other exporters, overall creating a more level playing field.

Broken Promises and Delayed Trade Actions Threaten U.S. Factory Jobs

Washington, D.C. - October 18, 2017 (The Ponder News) -- As presidential candidate, Donald Trump promised to label China a currency manipulator on his first day in office. But President Trump hasn't done so amid a trend of conflicting trade messages including delayed steel and aluminum imports investigations and the unbalanced trade deficit.

Those mixed messages took center stage Tuesday when the Treasury Department kept China on its "watch list," according to its semi-annual Report on the Foreign Exchange Policies of Major Trading Partners of the United States.

The Department of the Treasury issued this Report on developments in international economic and exchange rate policies and submits it to Congress pursuant to the Omnibus Trade and Competitiveness Act of 1988, 22 U.S.C. § 5305 and Section 701 of the Trade Facilitation and Trade Enforcement Act of 2015.

“Treasury is actively working to make sure that American workers and companies can compete on a level playing field and succeed. This Administration remains vigilant to ensure that trade is free, fair and reciprocal with our partners. We will continue to monitor foreign exchange policies for unfair currency practices which adversely impact all Americans.” stated Secretary of the Treasury Steven T. Mnuchin.

Treasury has established criteria specified in the Trade Facilitation and Trade Enforcement Act of 2015 (the "2015 Act") that determine whether enhanced analysis is necessary. Pursuant to the 2015 Act, Treasury has found in this Report that no major trading partner met the criteria for the current reporting period.

Similarly, based on the analysis in this Report, Treasury also concludes that no major trading partner of the United States met the standards identified in Section 3004 of the Omnibus Trade and Competitiveness Act of 1988 for currency manipulation in the first half of 2017. Notwithstanding, Treasury has not re-examined previous reporting periods.

Additionally, U.S. Department of the Treasury established a "Monitoring List" of major trading partners that merit close attention to their currency practices. Treasury finds that five major trading partners warrant being placed on the Monitoring List for special attention: China, Germany, Japan, Korea, and Switzerland.

The findings and recommendations of the Report are intended to combat potentially unfair currency practices and support the growth of free and fair trade. The United States cannot and will not bear the burden of an international trading system that unfairly disadvantages our exports and unfairly advantages the exports of our trading partners, whether through imbalanced macroeconomic policies or unfair trade barriers. Treasury is committed to aggressively and vigilantly monitoring and combatting unfair currency practices.

Said Alliance for American Manufacturing (AAM) President Scott Paul:

"The president campaigned on China's predatory trade practices and the massive trade deficit, but when given the chance to make real change, he just delays.

"I appreciate Treasury's hat tip surrounding the massive trade deficit with China, but until that gap shrinks, it won't mean much to America's factories.

"Meanwhile, our workers are suffering. President Trump shelved the Section 232 steel and aluminum imports investigation and prompted a flood of imports.

"At least two steel mills in Pennsylvania are facing layoffs amid soaring steel imports. The Chinese government has done almost everything possible to bolster its own steel and manufacturing industries at the expense of our own, and it is becoming a make or break point for U.S. steel makers.

"American factory voters were promised a pinch-hitter. Trump will fill that position when he steps up to the plate and restores factory jobs through steel imports and trade deficit action."

Rubio, Nelson Introduce Legislation to Extend Caribbean Trade Program

Washington, D.C. - October 5, 2017 (The Ponder News) -- U.S. Senators Marco Rubio (R-FL) and Bill Nelson (D-FL) have introduced the Caribbean Basin Economy Recovery Act, legislation that would strengthen U.S. interests and economic ties with Caribbean nations such as Haiti, Jamaica, Barbados, Belize, Curacao, Trinidad and Tobago, Guyana and St. Lucia.

“Extending these targeted trade preferences helps boost key American exports and solidifies fragile economies, like Haiti’s, in a crucial region for U.S. security,” said Rubio. “This bill will help reaffirm the U.S. commitment to developing deeper economic relationships with our regional allies, and supporting stable and democratic political institutions in the Caribbean.”

“These trade programs are a lifeline for some of our closest allies, which also happen to be some of the poorest countries in the Caribbean.” said Nelson. “Extending this trade program not only helps provide stability in the region, it also helps the Florida businesses that rely on international trade.”

The bill extends the Caribbean Basin Trade Partnership Act (CBTPA), which was established in 2000 to allow certain Caribbean countries to export goods made with U.S. yarns, fabrics and threads into the U.S. duty-free.

Under current law, CBPTA’s preferential trade treatment for these Caribbean countries is set to expire on Sept. 30, 2020. This legislation would extend the program through Sept. 30, 2030.

To be eligible for preferential trade treatment under CBTPA, participant countries are required to uphold strict labor standards and help further other various U.S. interests in the region, including countering narcotics trafficking and ending government corruption.

U.S. Representatives Carlos Curbelo (R-FL) and Terri Sewell (D-AL) introduced the companion bill in the House.

REP. BACON AND HOUSE COLLEAGUES URGE PRESIDENT TO EXCLUDE TINPLATE STEEL AND ALUMINUM FROM NATIONAL SECURITY TRADE INVESTIGATION

Washington, D.C. - July 28, 2017 (The Ponder News) -- This week, Congressman Don Bacon (NE02) along with 22 of his colleagues sent a letter to President Donald Trump asking him to exclude tinplate steel and aluminum for food packaging in any import restrictions initiated under, Section 232 of the Trade Expansion Act of 1962. This investigation was launched to determine whether steel and aluminum imports threaten or impair our national security.

“As a retired brigadier general who served nearly 30 years in the Air Force, I share the President’s strong commitment to ensuring both America’s security and a level playing field for American manufacturing” said Congressman Bacon. “However, if the investigation does not exclude tinplate steel and aluminum, primary components used in the domestic manufacturing of food packaging, we are concerned it could negatively affect U.S. food processers and increase food prices for consumers.”

Given that tinplate steel makes up approximately 60 percent of the cost of the can, even a tariff as low as 5 percent on imported tinplate steel would increase the cost of goods by $0.042 each. This cost would inevitably get passed on to consumers who in many cases are the most economically vulnerable. This would be unacceptable. Additionally, Congressman Bacon is concerned that the broad scope of the Section 232 investigations may impact aluminum as well.

“The domestic canned food supply chain and flexible packaging industry generates more than $100 billion in total economic activity in the U.S. and employs tens of thousands of American workers,” added Congressman Bacon. “This industry provides some of the safest, most affordable food available to consumers today. We will continue to keep pressing for what we believe is right for America and our constituents.”

Hamilton Crawford: No Agreement in China/US Trade Talks

Shanghai - July 25, 2017 (The Ponder News) -- Hamilton Crawford: Bilateral talks held in Washington D.C. between U.S. and Chinese trade delegates have concluded without reaching an agreement. Both sides failed to issue a joint statement or a plan of action for future talks and a scheduled joint press conference was canceled.

The U.S. has been highly critical of China's $347 billion trade surplus and have been demanding fairer trade that gives its exporters access to Chinese consumers as well as seeking to address the contentious issue of cheap Chinese steel being dumped on global markets, depressing prices and hurting U.S. steel exporters.

"We don't think anyone had any serious hopes that significant headway would be made at such an early stage but the fact that the joint press conference was canceled suggests there are some significant obstacles for both sides to overcome," explained a senior market strategist at the Shanghai-based investment house, Hamilton Crawford.

President Trump, who was highly critical of China's trade policies during his election campaign, told a reporter that the trade tariffs he has frequently alluded to in rhetorical tweets and statements "could happen."

"Mr. Trump has a penchant for bluster so we don't expect the U.S. to impose tariffs on Chinese goods especially if he wants their help in dealing with errant North Korea," added the Hamilton Crawford strategist. "We have an optimistic view of the future for trade between these two economic powerhouses and expect good news from future meetings."

In May this year, the U.S. and China reached agreement on a deal that grants credit ratings and credit card companies access to the Chinese market while China lifted its ban on U.S. beef and began accepting LNG (Liquefied Natural Gas) shipments.
