Brown on House Chip Bill: Don’t Pit Ohio Kids Against Seniors

Washington, D.C. - November 4, 2017 (The Ponder News) -- U.S. Sen. Sherrod Brown (D-OH) urged the House of Representatives to follow the Senate’s lead on the Children’s Health Insurance Program (CHIP), and work toward a bipartisan solution for CHIP funding. Last month, the Senate Finance Committee – of which Brown is a member – voted nearly unanimously to pass a bipartisan deal that would lock in a five-year funding extension of CHIP. Rather than work in a bipartisan manner, the House today passed a partisan CHIP extension that while similar to the Senate bill, creates winners and losers by funding CHIP by raising costs for Ohio seniors and cutting critical public health funds. Brown is a sponsor of the Senate bill to extend funding for CHIP, which covers more than 209,000 Ohio children.

“We shouldn’t be pitting Ohio seniors against Ohio children,” said Brown. “That’s why Senator Portman and I, and our colleagues on the Finance Committee, voted for and continue to work on a bipartisan bill that takes care of children and their families without hurting seniors.”

Unlike the Senate CHIP extension – which passed with strong bipartisan support in the Senate Finance Committee – the House bill passed on a near party-line vote today. The House CHIP extension would increase costs for many seniors in Medicare, and would slash funding for the Prevention and Public Health Fund, which provided Ohio with $22.9 million last year to help prevent disease.

Stefanik Applauds Over 175 Bipartisan Cosponsors on Community Health Bill

Washington, D.C. - October 3, 2017 (The Ponder News) -- Congresswoman Elise Stefanik (R-NY-21) applauded continued support for her bipartisan legislation, the Community Health Investment, Modernization and Excellence (CHIME) Act of 2017, which has 177 cosponsors in the House of Representatives.

“I thank my colleagues for quickly rallying around this important measure to protect funding for Community Health Centers that provide critical healthcare and preventative services for families across our nation,” said Congresswoman Stefanik. “I am pleased this momentum is turning into action, and the Energy and Commerce Committee has announced a markup tomorrow on legislation to extend funding for these critical healthcare facilities. In my district alone, Community Health Centers like Hudson Headwaters Health Network, North Country Family Health Center, and the Community Health Center of the North Country serve over 95,000 patients and it’s critical this funding be extended to serve the needs of our community.”

In response to support for Rep. Stefanik’s efforts to reinstate Community Health Center funding, it was announced that that the House Energy and Commerce Committee will be marking up legislation tomorrow, which includes the Community Care Act, a provision to extend funding for Community Health Centers at $3.6 billion a year for two years. Congresswoman Stefanik is an original cosponsor of this legislation.

TEACHING HEALTH CENTER PROGRAMS Legislation Introduced

Washington, D.C. - July 26, 2017 (The Ponder News) -- Congresswoman Cathy McMorris Rodgers (WA-05) and Congresswoman Niki Tsongas (D-MA), along with Reps. Jeff Denham (R-CA), David Valadao (R-CA), Raul Ruiz, M.D. (D-CA), and Derek Kilmer (D-WA), introduced the Training the Next Generation of Primary Care Doctors Act of 2017 to reauthorize the Teaching Health Center Graduate Medical Education (THCGME) Program for three years. This legislation will also allow for the expansion of new programs within existing centers and the creation of entirely new teaching health centers while emphasizing the importance of establishing sustainable funding.

“Bringing more physicians to Eastern Washington is one of my top priorities,” said McMorris Rodgers. “Our rural and urban underserved communities struggle to access the medical professionals they need and Teaching Health Center programs like the Spokane Teaching Health Clinic will help create a new generation of rural doctors—trained right here in our community.”

“The benefits of Teaching Health Centers are widespread. They give aspiring primary care physicians – who are so crucial to providing personalized preventative care and ensuring health concerns are caught and treated early – the opportunity to train in a diverse setting,” said Tsongas. “And as I have seen in my own district at exceptional facilities like the Greater Lawrence Family Health Center, Teaching Health Centers provide communities with the next generation of physicians for their area.”

“Expanding this program is critical to addressing the shortage of primary and specialty care physicians in rural and medically underserved communities,” said Denham. “This is one practical step toward ensuring we can both train and retain physicians in areas with the greatest need, such as California’s Central Valley.”

“As fewer medical school graduates pursue careers in rural America, Teaching Health Centers provide critical health care services many families rely on,” said Valadao. “By reauthorizing the THC Graduate Medical Education (GME) Program, and prioritizing rural and medically underserved areas, our bill will ensure our most disadvantaged communities, like California’s Central Valley, have access to the primary care services they deserve.”

“Developing pragmatic solutions that address the physician shortage crisis and encourage more bright, young medical students to practice in underserved and rural communities has been a top priority for me and my congressional district,” said Dr. Ruiz. “I have seen first-hand the dire effects of a lack of providers in underserved areas in my district. I am proud to work together in a bipartisan way to introduce the Training the Next Generation of Primary Care Doctors Act of 2017 that addresses the physician shortage and will help support and grow the much-needed next generation of providers in the Coachella Valley and across the nation.”

“Teaching health centers are vital to ensuring that medical professionals can get the training they require to practice in areas where they are needed,” said Kilmer. “I’m proud to be part of a bipartisan effort to keep bringing quality medical care to our rural communities. Folks shouldn’t have to spend hours in the car just to see a doctor.”

NOTE: Currently, the physician-to-population ratio in rural communities is stark. Only about 10% of physicians practice in these areas, even though almost a quarter of the population lives there. Compared to doctors who train in the traditional Medicare program, those trained at Teaching Health Centers are 82% more likely to practice primary care, 20% more likely to work in rural communities, and 55% more likely to work in underserved areas. This legislation will work to meet the needs of rural and underserved communities through access to primary care medical professionals.

DeGette Hails Temporary Stays for Vizguerra and Hernandez Garcia, Calls for Further Action

Vizguerra, an undocumented immigrant and immigrant rights’ activist, had sheltered in the First Unitarian Church in DeGette’s district since mid-February to avoid deportation on the eve of her last regularly-scheduled appointment with ICE officials. Because the stay on a previous deportation order had expired the week before, Vizguerra became concerned, alerting her family and her attorney that the check-in might not be routine. She was right; ICE agents were preparing to deport her upon arrival at their offices.

DelBene Helps Introduce Bill to Let Families Refinance Student Loans

House Action To Find 21st Century Cures

Washington, D.C. - December 1, 2016 (The Ponder News) -- Rep. Pete Olson (TX-22) voted to help deliver more cures, treatments, and therapies to patients, and to bring our health care system into the 21st century. Olson voted for H.R. 34, the 21st Century Cures Act, an important bipartisan initiative that will make needed reforms, and spur medical innovation that will make real differences in people’s lives. There are currently 10,000 known diseases (7,000 of which are rare) with treatments for only 500 of them. This Conference Report passed the House by a vote of 392-26, which now heads to the Senate for action.

  • Advances regulatory reform to allow private sector development of new treatments and cures.

    Key provisions in the 21st Century Cures Act include:

    *$4.8 billion in new funding for research through the National Institutes of Health over the next decade including $1.8 billion for the Cancer Moonshot, $1.5 billion for the BRAIN Initiative, and $1.45 billion for the Precision Medicine Initiative. San Diego is the top metro area in the country for NIH research funding, receiving more than $768 million in funding in 2015.
    *$1 billion in new funding over the next two years for grants to states to prevent and treat opioid abuse.
    *Streamlines the FDA approval process for certain devices and drugs and establishes programs for expedited approval of medical devices that represent breakthrough technologies.
    *Supports the next generation of scientists by increasing to $50,000 from $35,000 the maximum annual payments on student loans under the Public Health Service Act for young NIH researchers.
