VA Electronic Health Record Advisory Committee Act Introduced

Big Sandy, MT - April 17, 2019 - (The Ponder News) -- U.S. Senators Jon Tester (D-Mont.) and Marsha Blackburn (R-Tenn.) are fighting to keep the VA on target and transparent on its roll-out of the new $16 billion commercial electronic health record system for nine million veterans.

The VA is currently undertaking a decade-long transition to bring veterans' health records into the 21st century by ensuring that veterans can have access to a seamless electronic health record across the VA and Department of Defense health systems.

Tester and Blackburn introduced the VA Electronic Health Record Advisory Committee Act to establish a third-party oversight committee to help monitor the implementation of the new electronic health record system.

"The new electronic health record system is too important to veterans' health care for the VA to get wrong," said Tester, Ranking Member of the Senate Veterans' Affairs Committee. "Our bill will create another layer of accountability and oversight of the process to make sure the VA roll-out does right by the nine million veterans who will rely on this system."

"A crucial part of giving our veterans better care is improving the way DOD and the VA organize their health records," said Senator Blackburn. "The EHR Advisory Committee will be entirely devoted to ensuring the implementation and transition is done as smoothly as possible. Comprised of professionals who have experience in the health care field, as well as veterans currently receiving care at the VA, this committee will have the knowledge and expertise to increase the effectiveness and efficiency of the VA's services."

The 11-member Committee would operate separately from the Departments of Veterans Affairs and Defense and would be made up of medical professionals, Information Technology and interoperability specialists, and veterans currently receiving care from the VA.

The Committee will analyze the VA's strategy for implementation, develop a risk management plan, tour VA facilities as they transition to the new system and ensure veterans, VA employees and medical staff, and other participants have a voice in the process. The Committee will meet with the VA Secretary at least twice a year on their analysis and recommendations for implementation.

Washington, D.C. - April 16, 2019 - (The Ponder News) -- U.S. Senators Pat Roberts (R-Kan.) and Angus King (I-Maine) have introduced bipartisan legislation that allows Americans to use their health savings account funds to purchase over-the-counter (OTC) medications. Sens. Johnny Isakson (R- Ga.) and Joe Manchin (D-W. Va.) are also cosponsoring the bill.

“Americans should be able to use their medical savings accounts as they see fit,” said Senator Roberts. “This burdensome provision of Obamacare restricts Americans’ choice and flexibility in how they manage their health care expenses and adds yet another burden on physicians – causing patients to seek more expensive, less convenient, and more time-consuming alternatives.”

“It’s just common sense – over the counter medications should not require a prescription from a primary care provider,” Senator King said. “But under current law, many Americans cannot access the funding they have set aside for health care expenses without signoff from their provider. By giving people more freedom to responsibly manage their health care accounts, we can cut red tape, support hardworking men and women, and strengthen the health care system.”

The legislation, S. 1089, repeals section 9003 of the Patient Protection and Affordable Care Act (PPACA), restoring the ability of those participating in a medical savings account, such as a Flexible Savings Account (FSA) or Health Savings Account (HSA), to use the funds to purchase OTC medications.

Nearly 50 million Americans participate in FSAs and other health savings accounts. The accounts allow individuals to set aside their own money each year on a pre-tax basis to pay for health care expenses, such as co-payments, and other health care expenses not covered by insurance.

A broad coalition of groups support this legislation, including the AARP, America’s Health Insurance Plans, the American Academy of Dermatology Association, the American Association of Family Physicians, the American College of Physicians, the American Dental Association, the American Medical Association, the American Osteopathic Association, the American Society of Association Executives, Anthem, Inc., the Arthritis Foundation, the Associated Builders and Contractors Association, the Asthma and Allergy Foundation of America, the BlueCross BlueShield Association, Consumer Healthcare Products Association, ECFC, the Food Marketing Institute, the National Association of Chain Drug Stores, the National Community Pharmacists Association, the National Federation of Independent Business, the National Grocers Association, the Retail Industry Leaders Association, the Sjögren’s Syndrome Foundation, the U.S. Chamber of Commerce, WageWorks, and Wex Health.

The State Flexibility and Patient Choice Act of 2019 Introduced

Washington, D.C. - April 12, 2019 - (The Ponder News) -- This week, Congressman Dr. Roger Marshall introduced H.R. 2183- The State Flexibility and Patient Choice Act of 2019. This legislation would drive the cost for health care down and increase patient choice by empowering states to come up with innovative solutions to stabilize their individual and small group markets.

“I have long said, in order to fix our broken health care system, we must focus on solutions that prioritize transparency, innovation, and consumerism,” Rep. Marshall said. “This bill is designed to give more power to states so that they have the freedom to develop programs and policies that will focus on cost and patient choice. I am proud of this legislation, it’s a great step in the right direction.”

The State Flexibility and Patient Choice Act would streamline Section 1332 of the Affordable Care Act (ACA), the State Innovation Waivers application process by allowing states to waive certain requirements of the ACA to implement their own plan to provide health insurance to residents.

To obtain a waiver under the proposed guidelines of the legislation, a state must have a waiver signed into law and demonstrate that the plan will not increase the federal deficit and will provide coverage to the same number of citizens.

“My goal is to help get more people covered and drive down the cost for patients in the process.” Rep. Marshall said. “I believe that each state has unique needs and demands and shouldn’t be forced to fit a one-size-fits-all model. It’s simple; this bill could help pave the way for Kansans to make health care decisions for Kansans by eliminating arbitrary processes mandated by Obamacare.”

Currently, eight states have approved a 1332 waiver, and seven of them are reinsurance programs. Congressman Marshall’s legislation would take the hassle out of the waiver application process that has proved to be convoluted and difficult for states to navigate. The State of Maryland has an approved waiver to introduce a reinsurance program to lower premiums and stabilize their markets. Their well-run reinsurance program has shown success in decreasing people’s premiums this year and was praised as a collaborative, bipartisan success story between Maryland and the Administration.

“It’s incredible what people can accomplish when we give them freedom and choices,” Rep. Marshall said. “This legislation will help streamline the process and encourage other states to follow success like Maryland to apply for a waiver so they have the flexibility and freedom to come up with solutions that help patients get the healthcare they need at an affordable price.”

Dr. Marshall’s legislation would:

  • Continues to protect those with pre-existing conditions.
  • Creates an expedited process for identical or significantly similar applications of approved waivers.
  • Amends the contract year terms from 5 to 6 years to consider states with two-year budget cycles.
  • Helps Basic Health Programs (BHPs) to utilize all available pass-through funding.
  • Allows for consideration of other state-federally funded sources (i.e. CHIP and Medicaid).
  • Amends budget neutrality so a state’s savings are considered throughout the entire contract period, rather than annually.

    HIGGINS JOINS BROWNLEY IN INTRODUCING LEGISLATION TO EXPAND CHILD CARE PROGRAM TO IMPROVE VETERANS’ ACCESS TO HEALTHCARE




    Washington, D.C. - January 30, 2019 - (The Ponder News) -- Congressman Brian Higgins (NY-26) joined Congresswoman Julia Brownley (D-CA) in introducing the Veterans’ Access to Child Care Act, legislation which would make permanent the VA’s Child Care Pilot Program and expand it so that veterans across the nation who are primary caretakers have a convenient, cost-free option for child care when they have VA medical appointments.

    “Treating our veterans right means removing barriers to quality care,” said Congressman Higgins. “This bill gives parents and grandparents, who have severed this nation, access to child care during their health and mental health appointments. We’ve seen the success of this model in Western New York since 2011 and I am proud to work with Congresswoman Brownley to extend this service on a permanent basis to all of our veterans.”

    “The lack of affordable and convenient child care should never be a barrier for veterans trying to access the VA healthcare they’ve earned and deserve,” said Congresswoman Brownley. “This is especially important for the growing population of women veterans, who are more often taking care of young children. I look forward to continuing to work with Rep. Higgins and all of our colleagues to see this important program finally become permanent and nationwide.”

    In 2011, Congress created a pilot program to provide free child care for qualified veterans using VA healthcare services at a limited number of participating sites around the country. Since then, over 10,000 children have used the program, which has been very popular with the veteran community. Women veterans used the service at a rate four times their population among the veteran community at large, indicating the program is working for the growing population of women veterans and their families. According to a VA Satisfaction Survey of veterans who have used the pilot program, a majority responded that, without the available child care, they would have brought their children to their appointment or cancelled their appointment altogether.

    Congress has reauthorized this popular and successful program four times, and unless Congress acts again, it will expire on October 1, 2019. The Veterans’ Access to Child Care Act would make the pilot program permanent and expand it to include every VA facility in the nation.

    Western New York is home to one of the pilot sites, opening the Kids Korner childcare center at the Buffalo VA Hospital in 2011.

    This legislation is supported by Disabled American Veterans, the American Legion, Veterans of Foreign Wars, Paralyzed Veterans of America, AMVETS, Easterseals, and the Fleet Reserve Association.

    ATA Offers Support for Proposed Association Health Plan Rule

    Arlington, VA - January 8, 2017 - (The Ponder News) -- The American Trucking Associations said it welcomed a proposal by the U.S. Department of Labor making it easier for small businesses and self-employed individuals to purchase high-quality, lower cost health insurance through expanded association health plans.

    “Today’s proposal is a step in the right direction for improving access to affordable, quality health care for all Americans,” said ATA President and CEO Chris Spear. “We were pleased in October when President Trump signed an executive order allowing self-employed individuals to pool together to purchase health insurance plans sponsored by larger associations and groups, and we are happy to see his Administration take the next step in advancing this plan today.”

    The trucking industry is primarily comprised of small-businesses– with more than 90% of registered motor carriers operating fewer than six trucks – making it uniquely positioned to benefit from the establishment of association health plans. ATA, a 50-state federation of associations representing the trucking industry, has been a strong supporter of the Trump administration’s health care reform efforts.

    “President Trump and Secretary Acosta should be commended for their leadership in increasing access to affordable health insurance for thousands of Americans through this action,” said ATA Chairman Dave Manning, president of TCW Inc., Nashville, Tennessee. “By allowing self-employed individuals and small businesses to pool their resources and offer affordable insurance options, this administration is making good on its promise to improve our health care system.”

    Leading Healthcare Organizations Applaud the Introduction of the ACO Improvement Act of 2017

    Five leading health care organizations applaud the introduction of H.R. 4580, the “ACO Improvement Act of 2017” sponsored by Rep. Peter Welch (D-VT) and Rep. Diane Black (R-TN).

    The American Medical Association (AMA), AMGA, Medical Group Management Association (MGMA), National Association of ACOs (NAACOS) and Premier agree this legislation provides sensible modifications to the Medicare Shared Savings Program (MSSP) to support the ability of accountable care organizations (ACOs) to achieve success by reducing unnecessary costs, improving quality and enhancing patient outcomes. The bill makes operational changes that will promote coordinated health care and encourage Medicare ACOs to succeed and remain a strong value-based healthcare initiative for the nation’s senior citizens.

    H.R. 4580 includes:

    1. Waivers for all ACO tracks on cost-sharing for certain primary care services, and waivers for existing rules on telemedicine and remote monitoring
    Three-day prior hospitalization waiver for skilled nursing facility services and waiver of the homebound requirement for 2-sided tracks

    2. ACO choice of method for assigning beneficiaries

    3. Bonus payments for quality achievement and for quality improvement
    Improved methodology to better account for changes in patient health status over time

    Clif Gaus, NAACOS President and CEO, commented, “Signing this bill into law would strengthen ACOs in the Medicare Shared Savings Program and give physicians and clinicians more tools to provide better-coordinated care, resulting in improved quality standards and generating savings for the Medicare Trust Fund.”

Kihuen signed on as an original co-sponsor of the State Public Option Act introduced in Congress by Representative Ben Ray Luján (D-NM) and Senator Brian Schatz (D-HI). Rep. Kihuen is joined by Nevada colleagues Rep. Jacky Rosen (NV-03) and Assemblyman Michael Sprinkle in offering support for the State Public Option Act which would give states the option to allow all residents to buy into the state Medicaid program through their state’s exchange.

    The State Public Option Act would give states the option to allow (but would not require) all state residents that are not concurrently enrolled in another insurance plan to buy into the state Medicaid program through their state’s Exchange. States could charge premiums, copays, and deductibles for the plans based on current Affordable Care Act (ACA) standards. Individuals would be able to use their ACA tax credits to help cover the costs. If they do not have tax credits, the cost could not exceed 9.5% of the family income. The plans offered must be robust and cover the ACA’s 10 Essential Health Benefits.

    Washington, D.C. - October 26, 2017 (The Ponder News) -- U.S. Congresswoman Debbie Dingell (MI-12) released the following statement after the nonpartisan Congressional Budget Office (CBO) found that the Alexander-Murray health care plan to restore the cost-sharing reduction payments ended by President Trump would decrease the deficit and not impact the number of people with health insurance.

    “This urgently-needed bipartisan fix would restore critical cost-sharing payments working families depend upon and stabilize the marketplace. This is what we are supposed to do. Rather than pushing through partisan bills that kick millions off their insurance, Congress should be working together to improve health care and bring down costs for the American people.     Grassley Statement on Iowa’s Obamacare Stopgap Waiver Withdrawal

    Washington, D.C. - October 24, 2017 - (The Ponder News) -- Sen. Chuck Grassley of Iowa made the following comment on the State of Iowa’s withdrawal of its Section 1332 waiver, also known as the Iowa Stopgap Measure.
     
    “In Iowa and across the country, Americans are witnessing the ‘death spiral’ of Obamacare. Premiums are skyrocketing, provider options are disappearing and people are leaving the market because what is available isn’t affordable. The reason Iowa had to apply for a waiver was because of Obamacare’s flaws, which collapsed the individual market. Obamacare promised to allow states to waive certain portions of the ACA in order to provide affordable insurance options. This turns out to be another broken promise of Obamacare. As written, the law hamstrings the Administration’s ability to help Iowa. I hope Congress will act soon to repeal and replace this unworkable and unaffordable law.”

    Graham And Cassidy Issue Statement On Alexander Murray Health Care Deal

    Washington, D.C. - October 24, 2017 - (The Ponder News) -- U.S. Senators Lindsey Graham (R-South Carolina) and Bill Cassidy (R-Louisiana) today released this statement on the short-term health care stabilization deal brokered by the Senate Health, Education, Labor and Pensions Committee Chairman Lamar Alexander (R-Tennessee) and Ranking Member Patty Murray (D-Washington).

    “Senators Alexander and Murray have worked hard to bring all sides to the table and we appreciate their efforts.  We believe we need a package which stabilizes the market in the short-term and lays the groundwork for a long-term solution like Graham-Cassidy-Heller-Johnson.

    “However, we recognize this short-term stabilization will not pass unless concerns of the House are addressed. 

    “We are working with Senator Johnson and House members to include more flexibility provisions like the ones found in our legislation, Graham-Cassidy-Heller-Johnson.

    “Without a stabilization package, the market will collapse and advance premium tax credits will spike.  This would increase the costs to the American taxpayer.”

    Bipartisan Temporary Legislation to Keep Premiums from Rising 20 Percent, Keep Federal Debt from Spiking $194 Billion in 10 Years

    Washington, D.C. - October 20, 2017 - (The Ponder News) -- Senate health committee Chairman Lamar Alexander spoke on the Senate floor, announcing he and eleven other Republican senators are among 24 senators cosponsoring temporary legislation to keep premiums from rising 20 percent and to keep the federal debt from spiking $194 billion in 10 years.

    “Our agreement permanently amends the Affordable Care Act to give new flexibility for states to create insurance policies that have a larger variety and lower costs and it continues the cost-sharing reduction payments during 2018 and 2019,” Alexander said. “Cost-sharing reduction payments are subsidies that pay for copays and deductibles for low income Americans. Every Republican in the House of Representatives who voted to repeal and replace Obamacare this year, voted for a provision that continued the cost-sharing payments for two years.”

    Alexander continued: “The president says there should be no bailout of insurance companies. I agree 100 percent. So does Senator Murray. We have a page and a half to make it clear that insurance companies cannot ‘double dip,’ so the benefits go to consumers not insurance companies.

    “Some conservatives object to the idea of paying them at all, but I would ask what's conservative about unaffordable premiums? What's conservative about $194 billion of new federal debt? What's conservative about creating chaos so millions can't buy insurance? What's conservative about a four-lane highway that would be the chaos that leads to a single-payer solution for insurance in this country?”

    “The people still objecting are listening to the groups around Washington, D.C. I would suggest they listen to some other people. Listen to the waitress, listen to the songwriter, listen to the brick layer, listen to the small businesswoman. The people of America, there are 350,000 in Tennessee, who may be terrified by the prospect of increasing premiums or even the prospect of not being able to buy insurance at all.”

    “We haven't moved an inch toward our objectives in the last seven years of giving states more flexibility in creating insurance policies in the individual market. This agreement does.”

    “We have a solution here. Senator Murray and I – a total of 24 United States Senators – are offering it today.”

    Connecticut Congressional Delegation Presses Administration on "Dangerous Mixed Messages About Americans' Health Care"

    Washington, D.C. - August 24, 2017 (The Ponder News) -- The Connecticut Congressional Delegation wrote U.S. Department of Health and Human Services (HHS) Secretary Tom Price urging the Administration to permanently fund the cost-sharing reductions (CSRs) that are central to the stability and affordability of the individual marketplaces created under the Affordable Care Act (ACA).

    The nonpartisan Congressional Budget Office (CBO) announced August 15 that President Trump’s refusal to fund CSRs would lead to a 20 percent spike in health insurance premiums and would increase the federal deficit by almost $200 billion. President Trump has continued to play politics with Americans’ healthcare, threatening each month to refuse funding for CSRs sowing instability in the ACA marketplaces.

    Although President Trump announced last week he would fund CSRs for the month of August, continued uncertainty could contribute to substantial premium increases for American consumers. The Trump Administration has yet to announce if they will continue to make these payments, placing severe burdens on the healthcare market and consumers.

    “As Connecticut works to finalize rates for next year and insurers make decisions on whether or not to remain on Connecticut’s exchange, it is essential that the Trump administration stop playing political games with the affordability and stability of our health insurance market. We urge you to immediately and permanently fund cost-sharing reductions at least through the end of 2018 so insurers in Connecticut and around the country have the certainty they need to operate effectively on ACA exchanges,” wrote the Delegation.

    Reps. Courtney, Larson & Higgins Announce New Legislation That Makes Medicare Buy-In An Option For Americans Ages 50-64

    Washington, D.C. - August 3, 2017 (The Ponder News) -- As the national dialogue heats up around healthcare and Americans are seeking real solutions that address their long-term needs, Reps. Joe Courtney (CT-02), John Larson (CT-01) and Brian Higgins (NY-26) are announcing introduction of the “Medicare Buy-In and Healthcare Stabilization Act”, a bill that improves on the successes of the Medicare program and provides middle-age Americans a new option for affordable, quality healthcare. The Medicare Buy-In Act will lower the Medicare eligibility age to 50 years and offer the option to buy-in to Medicare thus avoiding the increase in premiums that older Americans often face. Additionally, working Americans who wish to buy into the program would have the option to do so, and their employers could continue to contribute to their premiums pre-tax, a win-win for those employers and employees. The buy-in option will hold down costs in both Medicare and the private market.

    Congressman Courtney said, “With the demise of “repeal” which was structured from day 1 as a hyper partisan Republican exercise, it is time Congress listens to what the American people have been saying loud and clear for several years. We need to work together to fix the weaknesses in the ACA rather than butcher it. The Medicare Buy In and Health Care Stabilization Act provides relief for the higher cost, older population in the individual and small business market, and restores the market stabilizers that Republicans have undermined and caused insurance premiums to spike in 2017 and 2018. Lastly, the bill provides exciting new ways to reduce health care spending by cracking down on fraud and instructs the Department of Health and Human Services to employ tried and true tools to cut costs in the area of prescription drugs. This bill not only does not add to the deficit, but it will, in fact, save money for America’s taxpayers.”

    “In public events and town halls across the country, the American people have spoken up and demanded solutions. They have rejected ACA repeal and they have rejected partisan bickering. That is why I have joined with Reps. Higgins and Courtney to develop a simple and commonsense solution that offers one path forward to strengthen our health care system. This proposal will give Americans (ages 50-64) the ability to buy-into Medicare should they find their current options on the private market unaffordable or unsatisfactory,” said Rep.     Congress approved legislation authorizing Medicare and Medicaid in 1965 through the Social Social Security Act. In the first 6 months of 1966, 19 million people enrolled in Medicare. In 2016 approximately 57 million people received health insurance through the Medicare program.

    Medicare Buy-In and Healthcare Stabilization Act

    What the bill does:

    Gives Americans ages 50-64 the option to purchase Medicare. Buy-in would be available through the exchanges during open enrollment, giving people the ability to comparison shop and allowing individuals eligible for premium tax credits or cost sharing reductions to apply them toward the buy-in premium. The Medicare buy-in would also be available to individuals who obtain healthcare through their employer, allowing for employer contributions.

    Who is eligible?

    According to the 2010 census, approximately 58 million people in the United States are between ages 50 and 64. This group is traditionally viewed by insurance companies as higher-risk and therefore face higher costs for health coverage. The AARP recently reported that four out of 10 adults age 50-64 – about 25 million people – have preexisting conditions. Both the Senate and House versions of repeal and replace would allow insurers to charge older people five times more than younger beneficiaries beginning in 2018.

    Why Medicare?

    Currently 1 in 5 Americans are covered under Medicare and the majority of Medicare recipients are happy with their coverage. Medicare is a cost-effective program. CMS reports, “Administrative costs in 2015 were about 2.0 percent, 1.1 percent, and 0.4 percent of expenditures for Part A (hospital coverage), Part B (physician coverage), and Part D (drug coverage), respectively.”

    How does it save consumers?

    The buy-in option holds down costs by leveraging the buying power of Medicare. Participants could buy-into Medicare, including Part A, B and D, for an annual premium potentially as low as $8,212. By comparison, a 60 year-old purchasing a Gold health care plan on the exchange would pay approximately $13,308 (before subsidies). Participants continue to pay into the Medicare Trust Fund, protecting its future and allowing those who select the Medicare buy-in to receive the full Medicare benefits available to them upon reaching the age of 65.

    Includes Mechanisms to Bend the Cost Curve and Stabilize the Marketplace:

    The legislation builds on Medicare program integrity efforts to fight fraud and abuse in the system that hurts the long-term solvency of the programs and harms our beneficiaries.

    It also ensures the enhancement of catastrophic reinsurance, reinstating the risk corridors that expired in the Affordable Care Act (ACA) and makes the Cost Sharing Subsidies a permanent part of the baseline.

    Costa Joins Problem Solvers in Proposing Health Care Solutions

    House Passes Brownley Bill Expanding Child Care Program to Improve Veterans’ Access to Healthcare

    Washington, D.C. - August 1, 2017 - (The Ponder News) -- The U.S. House of Representatives passed the Veterans’ Access to Child Care Act (H.R. 95), legislation introduced by Congresswoman Julia Brownley (D-CA) to make it easier for veterans to receive healthcare. This bill makes permanent the VA’s Child Care Pilot Program and expands it so that qualified veterans who are primary caretakers have a convenient, cost-free option for child care when they have VA medical appointments.

    “We owe our nation’s veterans a great debt for their service to our country, and that includes ensuring they receive the care they need and deserve,” said Congresswoman Brownley.

    “The lack of affordable and convenient child care is a major barrier for veterans trying to make their appointments at VA facilities. This is especially problematic for women veterans, who are more often the primary caretakers of young children. The VA’s Child Care Pilot Program has been a major success story, so making it permanent and expanding it nationwide is simply commonsense.”

    Currently, the Child Care Pilot Program offers free child care for qualified veterans using VA healthcare services at a limited number of participating sites around the country and has cared for over 10,000 children. Congress has reauthorized this popular pilot program three times, but it is set to expire on October 1, 2017. The Veterans’ Access to Child Care Act would make the pilot program permanent and expand it to include every VA facility in the nation.

    According to a VA Satisfaction Survey of veterans who have used the pilot program, a majority responded that without the available child care they would have brought their children to their appointment or cancelled their appointment altogether.

    This legislation is supported by Disabled American Veterans (DAV), the American Legion, Veterans of Foreign Wars, Paralyzed Veterans of America, AMVETS, Easterseals, and the Fleet Reserve Association.

    U.S. SENATOR TAMMY BALDWIN INTRODUCES HEALTH CARE AMENDMENT TO PROTECT AMERICANS WITH PRE-EXISTING CONDITIONS

    Washington, D.C. - July 27, 2017 (The Ponder News) -- U.S. Senator Tammy Baldwin introduced an amendment to the health care repeal bill to protect Americans with pre-existing conditions.

    The amendment, led by Senator Baldwin and Senator Mazie K. Hirono (D-HI), would direct Congress to eliminate all the provisions in the partisan repeal legislation that threaten to make health care unaffordable for those with pre-existing conditions.

    “People are speaking out in opposition to this repeal effort because health care is personal. It’s personal for me too because when I was young, I had a childhood illness and was branded as a child with a pre-existing condition. I’ve heard from Wisconsinites with pre-existing conditions who are scared that the protections they have today won’t be there tomorrow if Republicans pass repeal legislation,” said Senator Baldwin. “The people of Wisconsin did not send me to Washington to take people's health care away. My amendment will protect access to affordable health care for the millions of Americans with pre-existing conditions. This a guarantee that we must protect.”

    Following Tuesday’s vote to begin debate, the Senate is currently considering amendments on the health care repeal legislation. Senators Baldwin and Hirono will introduce this amendment today and will push for a vote this week.

    Specifically, this amendment would “eliminate provisions that threaten to make health care unaffordable for those with pre-existing conditions.” The current Republican health care repeal legislation would weaken guaranteed protections, rollback coverage of essential services, and could throw people with pre-existing conditions, struggling with a sickness, into a high-cost pool that could price them out of the health insurance they have today.

    Trump administration pulls health law help in 18 cities

    President Donald Trump’s administration has ended Affordable Care Act contracts that brought assistance into libraries, businesses and urban neighborhoods in 18 cities, meaning shoppers on the insurance exchanges will have fewer places to turn for help signing up for coverage.

    Community groups say the move, announced to them by contractors last week, will make it even more difficult to enroll the uninsured and help people already covered re-enroll or shop for a new policy. That’s already a concern because of consumer confusion stemming from the political wrangling in Washington and a shorter enrollment period. People will have 45 days to shop for 2018 coverage, starting Nov. 1 and ending Dec. 15. In previous years, they had twice that much time.

    Some see it as another attempt to undermine the health law’s marketplaces by a president who has suggested he should let “Obamacare” fail. The administration, earlier this year, pulled paid advertising for the sign-up website HealthCare.gov, prompting an inquiry by a federal inspector general into that decision and whether it hurt sign-ups.

    Trump really wants Obamacare to fail. What I don't get is why he wants "Trumpcare" in it's place. There is no viable alternative, except to scrap it all and legislate the insurance companies.

    Here is an idea: Instead of depending on the government to take care of pre-existing conditions, maybe it would be prudent to create a co-op for pre-existing conditions, in which everyone who wants to pays into it to help cover the bills for everyone. It would be voluntary, not mandated, and it would be beneficial. Insurance companies could be legislated to offer a package for that, rather than make everyone pay into it and inconveniencing those who have no pre-existing conditions. There are charities available for that.
