News about Russia, Energy and the Ukraine

Washington, D.C. - March 18, 2022 - (The Ponder News) -- Eighty-nine members from the U.S. House of Representatives and Senate have called upon the Department of Health and Human Services to take additional steps to reduce energy costs in the wake of Vladimir Putin’s egregious invasion of Ukraine.

In their letter to HHS, they stated, "Americans have already begun to feel the financial impact of Russian President Vladimir Putin’s unprovoked invasion of Ukraine as oil prices surge to their highest level since 2008 and natural gas prices have risen approximately 60 percent higher than this time last year. Prices for deliverable fuels like propane and heating oil have also remained high, and were 40 percent higher in the first week of March than they were at the same point last year. These are troubling signs for the majority of American households that use either natural gas or deliverable fuels to heat their homes. Moreover, should Russia take additional action to further destabilize global energy markets, we fear the subsequent costs on American energy bills will be severe. "

U.S. Representative Darin Lahood (R-IL, 18th) has said, "On day one in office, President Biden moved to reduce American energy production and prioritize left-wing Green New Deal initiatives, increasing our reliance on foreign adversaries for energy. These policies alone have pushed gas prices to record highs. Instead of working to prioritize American energy production, the Administration is currently negotiating with dictators in Iran and Venezuela. Now is the time to take decisive action to unleash America's energy sector, including oil, gas, renewables, and Illinois biofuels, to protect our national security and protect Americans at the pump," in a statement concerning a House vote to ban Russian energy on March 10, 2022.

On March 15th, President Biden signed a one-time $13.6 billion spending bill providing Ukraine with military and humanitarian aid in their fight against the Russian invasion. $6.5 billion was allocated to the U.S. Department of Defense to deploy troops to the NATO region and send defense equipment, over $4 billion will be used for humanitarian support for refugees fleeing Ukraine and people displaced within the country, and nearly $1.8 billion to help respond to the economic needs in Ukraine and neighboring countries, such as energy and cybersecurity.

According to U.S. Representative Doug Lamborn (R-CO, 5th), "It is because of immense pressure from Congress that sanctions have been imposed on Russia and vital assistance has been given to Ukraine."

Yesterday, Senators James Lankford (R-OK), Lindsey Graham (R-SC), Joni Ernst (R-IA), Mike Crapo (R-ID), Kevin Cramer (R-ND), Rick Scott (R-FL), Roger Wicker (R-MS), and Mitt Romney (R-UT) introduced a Senate resolution urging the Biden Administration to facilitate the transfer of aircraft, such as MiG-29s, and air defense systems to Ukraine.

The resolution:

  • Encourages the President of the United States to support the transfer of aircraft, such as MiG-29s, and air defense systems to Ukraine.
  • Supports continued efforts by members of the North Atlantic Treaty Organization and other countries around the globe to identify additional aviation and air defense capabilities to transfer to the Armed Forces of Ukraine.
  • Expresses that the Senate stands with Ukrainian President Volodymyr Zelensky and the Ukrainian people in their struggle against Russian aggression.
  • Also, the Senate passed the Suspending Normal Trade Relations with Russia and Belarus Act which passed by a 424-8 margin.

    This bill will:

  • Provide the President with the authority to increase tariffs on Russian and Belarusian products.
  • Require the U.S. Trade Representative to seek suspension of Russia's participation in the World Trade Organization (WTO) and to halt Belarus's WTO accession.
  • Provide the President with the authority to restore normal trade relations with Russia and Belarus if they cease their acts of aggression, subject to Congressional overrule.

    California Republican Congressman Opposes Democrats Partisan Energy Takeover Bill

    The White House threatens to veto the Democrat's energy bill

    Congressman Doug LaMalfa issued the following statement after voting against H.R. 4447, the Democrats’ Partisan Energy Takeover Bill. H.R. 4447 promotes far left energy policies that will cost American taxpayers more than $135 billion dollars.

    LaMalfa said: “This legislation is another attempt by Democrats to force expensive, unreliable, and unrealistic ‘Green New Deal’ priorities on the American people. This bill also completely disregards the needs of rural America, prioritizing billions in funding to large cities. California is again facing expected power shut-offs because of the policies found in this legislation. Forcing the rest of the country to adopt the failure of California’s energy policy is wrong. Additionally, by effectively forcing a phase-out of hydropower, thousands of Northern Californians are put at risk to lose their clean, reliable energy source. This legislation is the House Majority’s absurd attempt at pandering to urban environmentalists, and does not contain real solutions for rural Americans, like encouraging the use of hydropower, investing in biomass power development that will help reduce wildfire risks, and increasing water storage.”

    Specifically, H.R. 4447 includes the following provisions:

  • $36 billion for electric vehicle (EV) related programs, including federal-fleet mandates requiring at least half of all light-duty vehicles to be zero emission or hybrid by 2025
  • $650 million for areas to convert to electric school busses and EV infrastructure
  • $17.5 billion for city-oriented conservation block programs
  • $20 billion to establish a federal “green bank” to subsidize green energy projects
  • Effectively bans new pipeline projects
  • Discourages new investment in hydropower

    Washington, D.C. - April 12, 2019 - (The Ponder News) -- Rep. David B. McKinley P.E. (R-WV), introduced the Water Quality Certification Improvement Act of 2019, which will help advance energy infrastructure projects.

    This legislation will clarify Section 401 of the Clean Water Act which is part of the permitting process for pipelines and other infrastructure projects. Currently, some states have used the Section 401 certification process to prevent and delay federally permitted projects.

    “Building and modernizing energy infrastructure is vital for our economy and our energy security,” Rep. McKinley said. “States like Washington and New York have been abusing this law to block coal exports and delay pipeline projects. It is critical we clarify Section 401 and stop the abuse of this law on behalf of an ideological ‘keep it in the ground’ agenda.”

    “The far-left’s politicization of the Clean Water Act has obstructed critical interstate commerce projects that produce great economic value to the West. The state of Washington halting development of the Millennium Bulk Terminal, which would export Wyoming’s clean-burning coal overseas, prevented the creation of new jobs, impeded industry’s expansion in the West, and severely undercut Wyoming’s economy under the guise of water quality. I’m proud to be a co-sponsor of the Water Quality Certification Improvement Act, which would prevent other states from taking steps that harm Wyoming’s economy,” Rep. Liz Cheney said.

    Specifically, the legislation will:

  • Clarify that the scope of a section 401 review is limited to water quality impacts only
  • Clarify that states, when evaluating water quality, can only consider discharges that would result from the federally permitted or licensed activity itself – not from other sources;
  • Require states to publish clear requirements for water quality certification requests
  • Require states to make final decisions on whether to grant or deny a request in writing based only on water quality reasons; and
  • Require states to inform a project applicant within 90 days whether the states have all the materials needed to process a certification request.

    A master limited partnership (MLP) is a business structure that is taxed as a partnership, but whose ownership interests are traded like corporate stock on a market. By statute, MLPs are currently only available to investors in energy portfolios for oil, natural gas, coal extraction, and pipeline projects.

    These projects get access to capital at a lower cost and are more liquid than traditional financing approaches to energy projects, making them highly effective at attracting private investment. Investors in clean energy projects, however, have been explicitly prevented from forming MLPs, starving a fast growing portion of America’s domestic energy sector of the capital it needs to build and grow.

    Newly eligible energy resources would include solar, wind, marine and hydrokinetic, fuel cells, energy storage, combined heat and power, biomass, waste heat to power, renewable fuels, biorefineries, energy efficient buildings, carbon capture utilization and storage.

    Congressman Lowenthal Introduces Bipartisan Legislation to Require Online Reporting of Greenhouse Gas Pollution from Energy Production on Public Lands

    Washington, D.C. - October 27, 2017 (The Ponder News) -- Congressman Alan Lowenthal (CA-47), joined by members of the Safe Climate Caucus and bipartisan Climate Solutions Caucus, has introduced legislation to promote greater transparency in federal energy leasing programs by requiring the Department of the Interior (DOI) to publicly disclose the amounts and sources of greenhouse gas pollution from fossil fuel development on public lands.

    Although the exact number is uncertain, numerous studies estimate that nearly 25 percent of the U.S. energy-related greenhouse gas emissions are from fossil fuel production on U.S. federal lands and waters.

    The Transparency in Energy Production Act of 2017 would require the DOI to create an online database of greenhouse gas emissions from fossil fuels extracted from public lands, including all vented, flared, and leaked natural gas and all fossil fuels used on-site. The bill would also mandate an annual DOI report on the amounts of energy produced by renewable energy projects on public lands. The DOI would also be required to submit an annual report to Congress on the department’s efforts to reduce greenhouse gas pollution from fossil fuel development on public lands.

    “The foundation of any successful plan to reduce emissions is to first quantify the amount of greenhouse gas emissions being emitted and where are they coming from,” Congressman Lowenthal said. “Increasing the transparency around energy production programs on federal lands and waters, especially when it comes to methane emissions, would go a long way toward eliminating what has often been called the “blind spot” of our federal energy program.“

    In a 2016 report entitled Oil and Gas: Interior could do more to account for and manage natural gas emissions, the U.S. Government Accountability Office found that the DOI does not collect the necessary information to understand and limit emissions of methane, a potent greenhouse gas. This lack of information keeps the American public from learning the amount of climate-damaging greenhouse gas pollution originating from their public lands.

    This legislation is even more critical since the DOI’s Bureau of Land Management today officially rescinded its Obama-era instructions to consider climate change and to weigh the potential for increasing greenhouse gas emissions before approving energy projects.

    “My legislation would direct the Department of the Interior to develop an online database that collects and centralizes the production and emissions data from fossil fuel development on public lands. The American people deserve transparency and have the absolute right to know how their government is impacting the environment,” Congressman Lowenthal said.

    “This bipartisan legislation will increase the transparency of federal management of taxpayer-owned energy resources by requiring agencies disclose production and emissions information. No responsible manager would hide this information from the asset owners,” Senior Director of The Wilderness Society’s Energy and Climate Program Chase Huntley said.

    API WELCOMES BIPARTISAN EFFORT TO EXAMINE ATTACKS ON U.S. ENERGY INFRASTRUCTURE

    Seven-State Electric Vehicle Highway Unveiled at Energy Summit

    Denver, CO - October 10, 2017 (The Ponder News) -- Colorado Gov. John Hickenlooper, plus representatives from more than 30 states, gathered for the first meeting of National Governors Association (NGA) Chair Nevada Gov. Brian Sandoval’s initiative, Ahead of the Curve: Innovation Governors. The meeting specifically focused on energy innovation at the state level.

    At the meeting, Gov. Hickenlooper announced that seven states—Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wyoming—will be working together to create the Regional Electric Vehicle (REV) Plan for the West, an electric vehicle corridor.

    U.S. House Passes Thompson’s Cooperative Management of Mineral Rights Act

    The U.S. House of Representatives unanimously passed U.S. Representative Glenn ‘GT’ Thompson’s bill that protects oil and gas production in the Allegheny National Forest (ANF).

    H.R. 2316, the Cooperative Management of Mineral Rights Act, clarifies existing law relating to energy production in the ANF.

    A federal law passed in 1992 required the Forest Service to write new regulations on oil and gas production in the ANF. However, federal courts have repeatedly ruled that the Forest Service does not have the authority to do so because the minerals in the ANF are privately owned.

    Rep. Thompson’s bill, which is consistent with the findings of the courts, corrects federal law by repealing the improper 1992 requirement.

    “Federal courts have ruled that the U.S. Forest Service does not hold the legal authority to further regulate accessing oil and gas in the Allegheny National Forest,” Rep. Thompson said. “This legislation will prevent future lawsuits that impede oil and gas production and will ensure that individuals with sub-surface rights can access their property. With overwhelming bipartisan support again in the House, I look forward to working with the Senate and the President to have this legislation signed into law.”

    The bill also contains protections for timbering and ensures that existing timbering authorities granted to the Forest Service will not be changed. A previous version of the bill was passed by the full House in 2016.

    Subcommittee Begins Comprehensive Onshore Federal Lands Energy Policy Overhaul with Review of Targeted Reform Measures

    Washington, D.C. - September 7, 2017 (The Ponder News) -- The Subcommittee on Energy and Mineral Resources began a comprehensive legislative overhaul of federal onshore energy development with a legislative hearing to review targeted bills that reform the existing federal regulatory framework.

    “Each of these bills seeks to facilitate responsible onshore energy production and promote economic development and diversification in energy producing States across the country,” Subcommittee Chairman Paul Gosar (R-AZ) said.

    H.R. 3565, the “Federal Lands Freedom Act,” introduced by Rep. Diane Black (R-TN), allows States to seek primacy for the implementation of federal leasing, permitting and regulatory responsibilities for oil and gas development on federal lands.

    “The key to sustainable, long term growth of federal minerals is a comprehensive long term energy strategy with focus on enhanced access, streamlined development approval and reasonable and protective environmental regulations. Delegating primary authority to the states would ensure environmentally-responsible development is possible without the lengthy delays associated with the federal onshore process,” Chairman of the Petroleum Association of Wyoming Paul Ulrich stated.

    Anthony Ferate, Vice President of Regulatory Affairs of the Oklahoma Independent Petroleum Association, explains that this is not a new concept as the Environmental Protect Agency currently grants primacy to states for the Underground Injection Control Program.

    “State regulators are better situated to understand the geology of the state, [the] unique land issues at hand in a state and to know operators that function within state’s borders,” Ferate added.

    A 2015 study by the Property and Environment Research Center found that the federal government loses money managing valuable natural resources on federal lands, while states generate significant financial returns from state trust lands. More specifically, for every dollar spent managing federal lands, the U.S. Forest Service and Bureau of Land Management earned 73 cents while state land trusts earned over $14.

    H.R. 2907, the “Planning for American Energy Act of 2017,” introduced by Rep. Scott Tipton (R-CO), directs the Secretary of Interior to develop an all-of-the-above energy production plan strategy for all onshore federal lands every four years to ensure the nation’s long-term energy security.

    “Affordable energy is the backbone of a strong economy. Low electric bills mean more money in family pockets. It makes a difference in quality of life from heat to groceries, from the light switch to the refrigerator,” Ulrich noted.

    H.R. 2661, the “State Mineral Revenue Protection Act,” introduced by Rep. Liz Cheney (R-WY), enables States to administer the collection of their share of mineral revenues produced on their lands, eliminating the need for the 2% administrative fee charged by the federal government. In fiscal year 2016, the fee collected almost $26 million, which could have been used by states to fund public services such as public school systems.

    “These revenues that the States so badly need go for example to serve schools and some of our most economically hard hit areas. These are crucial revenues that the States need that we get from energy development and that energy is powering this nation,” Rep. Cheney said.

    Bennet Introduces Bill & Authors Op-Ed to Promote Community Solar

    Washington, D.C. - August 1, 2017 - (The Ponder News) -- Colorado U.S. Senator Michael Bennet expressed his commitment to advancing community solar, which allows community members to save on their electricity bills by sharing solar energy production. While solar power has grown by an average of 70 percent each year in the last decade, and the costs of installation have fallen nearly as much, less than half of U.S. households and businesses can host a solar power system. Community solar makes it easier for these families and businesses to access this system.

    Yesterday, Senators Bennet and Martin Heinrich (D-NM) introduced the Community Solar Consumer Choice Act of 2017, which would make permanent a Department of Energy program to promote community solar, especially in low-income communities. The bill also encourages the federal government,â??the largest employer and consumer in America, to participate in community solar projects where possible.

    Today, in coordination with first Annual Community Solar Summit taking place in Denver, Bennet wrote an op-ed to emphasize his support for this clean energy development.

    "Community solar is one of the most promising developments in renewable energy," Bennet wrote. "It expands access to clean energy resources and helps households and businesses save on their electricity bills. Colorado is leading the way in this new model, but we have only begun to realize its promise."

    "[Colorado was] the first state to pass legislation on community solar, and in just a few years, we have installed enough community solar to power thousands of homes across our state," Bennet continued. "Today, over 7,000 Coloradans work in solar, many in community solar projects. For us, this is not some Bolshevik fantasy; it is a proven and profitable enterprise."

    In the op-ed, Bennet also highlighted the Pueblo County School District, which became the first District in Colorado to source 100 percent of its electricity from solar energy. In the first year alone, the District saved $35,000. Over the life of the program, those savings will exceed $2 million dollars.

    GUTIÉRREZ REACTS TO SENATE INTRODUCTION OF NEW DREAM ACT

    On Thursday, Sen. Lindsey Graham (R-SC) and Sen. Dick Durbin (D-IL) introduced a new version of the DREAM Act (an acronym for Development, Relief, and Education for Alien Minors). The President has pledged, through a spokesperson, to fight this bipartisan legislation that would allow immigrants who were brought to the U.S. as children to live and work here legally if they meet certain criteria. This happens as the DACA program (Deferred Action for Childhood Arrivals, the program that provides temporary deportation relief for Dreamers and allows them to work legally) is under attack by Republican leaders and it is clear the President and his team are unlikely to defend it. This could make the 800,000 people who would qualify for the DREAM Act and who currently have DACA vulnerable to deportation, especially because they have registered with federal authorities as part of the program.

    Lipinski Amendment Would Get Rid of the Giveaway to Health Insurance Companies and Executives in Republicans' Healthcare Bill

    “The Republicans’ American Health Care Act (AHCA) does not help the middle class or make the healthcare system in the U.S. better, but it does have a tax giveaway for health insurance companies and their top executives. The Republican healthcare bill repeals a provision in current law that limits how much health insurance companies can deduct from their federal taxes for executive pay. Right now, health insurance companies can only deduct up to $500,000 of compensation per executive. Repealing this limit means that taxpayers would lose about $400 million in taxes from insurance companies over the next ten years according to the Congressional Budget Office. Health insurance companies have a right to decide how much they will pay their executives, but hard-working middle-class families should not be subsidizing this pay. This is bad policy, and I have offered an amendment to strike this break from the AHCA."
