Beyer, Speier, 78 House Dems Challenge Sec. Price, Trump Administration Over Healthcare.Gov Shutdowns During Open Enrollment

Washington, D.C. - October 3, 2017 (The Ponder News) -- Representatives Speier and Beyer have sent a letter to Health and Human Services (HHS) Secretary Tom Price urging him to minimize the damage from shutdowns of Healthcare.gov during open enrollment period. HHS recently announced that it would shut the site down for 12-hour periods on every Sunday but one throughout open enrollment. The letter was signed by 78 Democratic Representatives.

The Representatives wrote:

“The recent announcement by HHS regarding planned shut downs of HealthCare.gov during the 2018 Open Enrollment Period is incredibly concerning. These shut down periods will amount to a full three days in which Americans will not be able to enroll and access health coverage. Furthermore, this does not take into account that HHS has already reduced the time that Americans will be able to enroll this year by 47 days (a 51 percent time reduction) as compared to the 2017 Open Enrollment Period. By contrast, the HealthCare.gov website was online 99.9 percent of the time during the 2015 and 2016 open enrollment periods…

On behalf of the millions of Americans who will have more difficulty or will not be able to sign up for and access health insurance coverage because of the many decisions made by HHS and President Trump, we ask that you take the simple step of tailoring website maintenance to shorter durations during times with low traffic or compensating for the lost hours due to maintenance by adding time to the end of the open enrollment period.”

Added together, the scheduled Healthcare.gov shutdowns would shorten open enrollment by three days. The Trump Administration previously announced that it would cut the duration of open enrollment in half to 45 days after 2016’s 90-day period.

Dear Secretary Price:

We are writing to request that you modify the planned maintenance on HealthCare.gov to avoid unnecessary disruption of the open enrollment period for the health insurance marketplaces. We have great concern over the recent announcement that the Department of Health and Human Services (HHS) plans to shut down HealthCare.gov every Sunday but one for a twelve-hour time window during the six-week open enrollment period. We therefore ask HHS to limit these outages and tailor them to ensure that outages are not scheduled during times with historically higher traffic or, conversely, add additional days onto open enrollment to make up for the extensive amount of lost enrollment time.

The recent announcement by HHS regarding planned shut downs of HealthCare.gov during the 2018 Open Enrollment Period is incredibly concerning. These shut down periods will amount to a full three days in which Americans will not be able to enroll and access health coverage. Furthermore, this does not take into account that HHS has already reduced the time that Americans will be able to enroll this year by 47 days (a 51 percent time reduction) as compared to the 2017 Open Enrollment Period. By contrast, the HealthCare.gov website was online 99.9 percent of the time during the 2015 and 2016 open enrollment periods.

This is just one of a series of troubling decisions made by HHS to limit Americans’ access to health insurance under the Affordable Care Act. The Trump Administration is spending 90 percent less on advertising to enroll people in the health insurance marketplaces despite clear evidence that advertising is an essential catalyst for enrollment. Also, 41 percent less funding will be allocated to navigators, the individuals who help people sign up for coverage. Most recently, HHS decided to no longer send regional representatives to assist in state-based open enrollment events, a clear move by the Trump Administration to purposefully weaken marketplace enrollment efforts. Therefore, we are extremely troubled by the decision to further limit the opportunity for those who wish to sign up for health coverage.

On behalf of the millions of Americans who will have more difficulty or will not be able to sign up for and access health insurance coverage because of the many decisions made by HHS and President Trump, we ask that you take the simple step of tailoring website maintenance to shorter durations during times with low traffic or compensating for the lost hours due to maintenance by adding time to the end of the open enrollment period. For an agency whose stated mission is “to enhance and protect the health and well-being of all Americans,” we ask that you fulfill your mission and adjust the maintenance window to ensure that Americans are able to access care. We look forward to your response.

MCMORRIS RODGERS VOTES FOR SHORT-TERM EXTENSION OF TEACHING HEALTH CENTERS PROGRAM

Washington, D.C. - October 2, 2017 (The Ponder News) -- Eastern Washington Congresswoman Cathy McMorris Rodgers (WA-05) voted in favor of legislation to provide for a 3-month extension of the Teaching Health Center Graduate Medical Education (THCGME) program at current funding levels. She released this statement following passage of the legislation:

“I’m glad we moved forward with a short-term extension of the THCGME program, but we also must advance a long-term solution to provide certainty for our teaching health centers, their residents, and their patients—which is what my bill, the Training the Next Generation of Primary Care Doctors Act would do. Without a sustainable funding level of $157,000 per resident, per year, as recommended in the HRSA funded study published last year, the program will unravel.”

During debate on the legislation, the Congresswoman gave remarks on the House floor on the importance of the THCGME program, but also the need to support long-term reauthorization at sustainable funding levels. In case you missed it, you can watch her full remarks here:

The short-term extension was included in H.R. 3823, the Disaster Tax Relief and Airport and Airway Extension Act of 2017.

In July, the Congresswoman introduced the Training the Next Generation of Primary Care Doctors Act of 2017 to reauthorize the Teaching Health Center Graduate Medical Education (THCGME) program for three years. This legislation will also allow for the expansion of new programs within existing centers or the creation of entirely new teaching health centers while emphasizing the importance of establishing sustainable funding. The Congresswoman will continue to work to see this bill advanced and provide long-term certainty for the Spokane Teaching Health Clinic, and all those who rely on this important program.

Though individual teams are not tax-exempt, the NFL League Office is. They are responsible for the construction and development of new stadiums, paid for with over 6.5 billion taxpayer dollars. Tax-exempt revenues for professional sports leagues are higher than $2 billion. According to the Internal Revenue Service, businesses that conduct operations for profit on a “cooperative basis” should not qualify for tax-exempt treatment, yet a special exemption is made for professional football leagues.

"As the Senate moves closer to action on health care reform, the American Association of Nurse Practitioners (AANP) urges Senators to take a measured approach ensuring that any final legislation protects patient access to Medicaid, Medicare and other programs that cover the cost of care. There are more than 234,000 nurse practitioners (NPs) delivering health care to patients throughout the country. Currently, three of four NPs treat Medicare beneficiaries, and 78 percent see Medicaid patients. As this process moves forward, proposals must protect affordable coverage regardless of pre-existing conditions, uphold the principles of essential benefits, safeguard patients' access to the health care provider of their choice, including nurse practitioners, and strengthen the health care workforce while bringing greater overall efficiency to the health care system."

Rep. Sewell Rural Ambulance Bill Passes Committee

Washington, D.C. - September 14, 2017 (The Ponder News) -- On Wednesday, the Ways and Means Committee passed legislation by Reps. Terri Sewell (D-AL) and Devin Nunes (R-CA) extending support for rural ambulance providers and increasing the accuracy of ambulance reimbursements. H.R. 3729, the Comprehensive Operations, Sustainability, and Transport (COST) Act, passed the committee by voice vote.

“Rural America is facing a health crisis, and in Congress, I am working with lawmakers on both sides of the aisle to improve health care access and outcomes,” said Rep. Sewell. “In Alabama’s rural Black Belt, hospitals and sufficient health care providers often do not exist, and ambulance services can be the only provider of emergency medical services. For my constituents, reliable ambulance services are a matter of life and death. All ambulance providers in Alabama rely on the add-on payments which our bill extends for five years. By extending this support for ambulance providers, today’s bill helps to make sure that no American loses access to emergency care.”

In August, John Paul Jones Hospital in Camden announced it will be closing as an acute care hospital if additional resources are not obtained. John Paul Jones is one of at least three rural hospitals in Alabama’s 7th Congressional District in danger of closing operations in the near future.

Senate Passes 3 Public Health Bills to Help More American Families Lead Healthier Lives

Washington, D.C. - September 8, 2017 (The Ponder News) -- The Senate this week passed three bipartisan public health bills to help more American families lead healthier lives. The three bills were overwhelmingly approved in April by the Senate health committee, chaired by Sen. Lamar Alexander (R-Tenn.).

“These bills each take important steps to help more American families lead healthier lives,” Alexander said. “These bills work to support states in screening and linking to follow-up care for infants with hearing loss; improve federal programs to prevent diabetes and other diseases; and improve public health preparedness to combat the Zika virus. I am glad the Senate has passed these important pieces of legislation, and I urge the House to do the same.”

The three bills passed by the Senate health committee in April and this week by the full Senate include:

· Sens. Rob Portman (R-Ohio) and Tim Kaine (D-Va.) – Early Hearing Detection and Intervention Act (S. 652): If you’re a parent with a newborn, infant, or young child, this bill will support state-based efforts to screen them for hearing loss and ensure proper follow-up care, including diagnosis and early intervention.

· Sens. Jeanne Shaheen (D-N.H.) and Susan Collins (R-Maine) – National Clinical Care Commission Act (S.920): This bill will create a commission of leading experts to study complex metabolic or autoimmune diseases, like diabetes. The commission will recommend improvements to federal programs that work to help prevent diseases like diabetes or educate patients on their condition.

· Sens. Angus King (I- Maine), Richard Burr (R-N.C.), Bill Nelson (D-Fla.), and Marco Rubio (R-Fla.) – Strengthening Mosquito Abatement for Safety and Health (SMASH) Act (S.849): This bill will improve public health preparedness capabilities to help combat the Zika virus and other mosquito-borne diseases that threaten public health by reauthorizing and strengthening key programs that support state and local mosquito surveillance and control efforts and response activities to protect against infectious diseases, such as the Zika virus.

The U.S. House of Representatives today passed S. 442, The National Aeronautics and Space Administration (NASA) Transition Authorization Act of 2017, a bill originally introduced in the U.S. Senate by U.S. Sen. Ted Cruz (R-Texas), along with Sens. Bill Nelson (D-Fla.), Marco Rubio (R-Fla.), Gary Peters (D-Mich.), John Thune (R-S.D.), Tom Udall (D-N.M.), Patty Murray (D-Wash.), and John Cornyn (R-Texas). In the House, the chairmen with committees of jurisdiction for the bill are U.S. Rep. Lamar Smith (R-Texas), chairman of the House Science, Space, and Technology Committee, and Rep. Brian Babin (R-Texas), chairman of the House Space Subcommittee. The legislation provides stability for NASA to sustain and build upon existing national space investments designed to advance space exploration and science with an overall authorization level of $19.508 billion for fiscal year 2017. With the House’s passage of the bill today, the legislation now heads to the White House to await President Donald Trump’s signature.

USDA Issues Update on Highly Pathogenic Avian Influenza in Tennessee

USDA’s National Veterinary Services Laboratories (NVSL) has confirmed the full subtype for the highly pathogenic H7 avian influenza reported in Lincoln County, TN. The virus has been identified as North American wild bird lineage H7N9 HPAI based upon full genome sequence analysis of the samples at the NVSL. All eight gene segments of the virus are North American wild bird lineage. This is NOT the same as the China H7N9 virus that has impacted poultry and infected humans in Asia. While the subtype is the same as the China H7N9 lineage that emerged in 2013, this is a different virus and is genetically distinct from the China H7N9 lineage.
