Rounds Introduces FSA Loan Guarantee Enhancement Act

Washington, D.C. - October 5, 2017 (The Ponder News) -- U.S. Sen. Mike Rounds (R-S.D.) today introduced legislation to enhance the U.S. Department of Agriculture’s (USDA) farm loan programs. The Farm Service Agency (FSA) Loan Guarantee Enhancement Act would assist lenders in supporting producers during times of economic downturn within the ag sector.

“The FSA Loan Guarantee program provides financial assistance to farmers and ranchers who want to expand and improve their operations,” said Rounds. “Increasing both the individual cap for these loans and the total amount of money available for lending will allow a greater number of producers to utilize the program. Farming and ranching has become increasingly costly. The FSA Loan Guarantee Enhancement Act would more accurately reflect inflation and the increasing costs of agriculture production today, and make sure lenders have the flexibility to allow farmers and ranchers to weather times of economic downturn.”

Specifically, Rounds’ legislation would:

  • raise USDA guaranteed ownership and operating loan guarantee from $1.4 million to $3 million,
  • increase authorized private-sector loan offerings for guaranteed operating and ownership loans from $3 billion to $8 billion and raises the authorization for direct loans up to $3 billion, to match current funding levels.
  • provide spending assurance, rather than have these programs depend on annual appropriations.

    Since it was established in 1979, the authorization amounts and funding for FSA loans have never been increased. The FSA Loan Guarantee Enhancement Act would increase and update the authorization of resources available for these loans for the first time in nearly 40 years. It is supported by the Independent Community Bankers Association (ICBA), SD ICBA, the American Bankers Association and the Farm Credit Council.

    Lujan Grisham Introduces Bill to Crack Down on Fake Organics, Support Organic Farmers

    Washington, D.C. - October 2, 2017 - (The Ponder News) -- U.S. Representatives Michelle Lujan Grisham (D-NM) and John Faso (R-NY) announced the introduction of bipartisan legislation, the Organic Farmer and Consumer Protection Act.

    “Organic farming and ranching is the fastest growing segment of agriculture in New Mexico,” said Rep. Lujan Grisham. “However, fraudulent organic imports threaten the integrity of the USDA Organic label that so many New Mexicans rely on. The bipartisan Organic Farmer and Consumer Protection Act will provide the National Organic Program at USDA with the resources needed to update their tracking technology and the authority necessary to crack down on fraudulent organic imports for years to come.”

    Congressman Faso said, “Fraudulent ‘organic’ grain and feed originating overseas is not only deceptive to consumers, but it artificially drives down the price of real organics, hurting legitimate organic farmers in Upstate New York and across the country. I am proud to introduce the Organic Farmer and Consumer Protection Act alongside Congresswoman Lujan Grisham as it will crack down on these fake organics. This is commonsense legislation that puts American consumers and farmers first.”

    The Organic Farmer and Consumer Protection Act provides for a modernization of organic import documentation, new technology advancements and stricter enforcement of organic products entering the US.

    When fraudulent organic products enter the US, local producers are hurt by lower prices and our consumers are hurt by inauthentic products.

    “Organic farming and ranching is not only a fast growing segment of agriculture in New Mexico, but across the United States,” said Jeff M. Witte, New Mexico Director/Secretary of Agriculture. “This is a market ripe for fraud and deception, especially from products imported and out of reach of US inspectors and certifiers.  This act will provide much needed resources and authority to USDA to protect the integrity of organic agriculture in the United States and continue assuring the consumers they are getting what they intended to purchase.”

Drug overdoses killed almost 54,000 people in 2015, and the majority of those deaths involved an opioid. Fudge (D-OH), together with Congressman Jeff Fortenberry (R-NE), introduced the Farm to School Act of 2017 to enhance the United States Department of Agriculture (USDA) Farm to School Grant program. Senators Patrick Leahy (D-VT) and Thad Cochran (R-MS) introduced identical legislation in the U.S. Senate.

    “Linking America’s farms to schools to provide local nutritious options for children is an exciting policy goal,” said Fortenberry. “The Farm to School program adds fresh, healthy meal choices for students and teachers, brings ag education to the classroom for the next generation of farmers and ranchers, and prioritizes food to tribal schools from tribal agricultural producers.     The bill covers a range of dynamic new options for schools and expands participation of the program to include preschools, after-school programs, and summer food service sites.

    Bill Introduced To Cut Insurance Subsidies and Save Taxpayers $4 Billion

    Washington, D.C. - September 9, 2017 (The Ponder News) -- U.S. Sens. Jeff Flake (R-Ariz.) and Jeanne Shaheen (D-N.H.) today introduced a bipartisan bill to allow taxpayers to realize an estimated $3.9 billion in savings, according to the Congressional Budget Office. The bill targets federal subsidies supporting windfall profits for private crop insurance companies, while in no way impacting farmers’ ability to purchase reasonably priced crop insurance.

    The bill amends the Federal Crop Insurance Act to lower the Standard Reinsurance Agreement (SRA) rate of return from 14.5 percent to 9.6 percent. The SRA is an agreement negotiated between the U.S. Department of Agriculture (USDA) and the private insurance companies that determines the amount of taxpayer subsidies that will be paid to those private companies for participating in the federal crop insurance program, as well as the amount of risk shouldered by the federal government.

    A reduction to 8.9 percent in the SRA rate of return was already included in the 2015 budget deal passed by Congress and signed by President Obama, but crop insurance advocates were able to have this change repealed those savings through an omnibus spending bill. Reducing the SRA rate of return to 9.6 percent will only impact the profits that crop insurers make, and it will have no impact on farmers’ crop insurance prices or the availability of crop insurance.

    The bill also ends the provision prohibiting the USDA’s Risk Management Agency (RMA) from realizing significant taxpayer savings through regular renegotiations of the SRA. When the SRA was previously renegotiated in 2010, over $6 billion in taxpayer savings was found. Unfortunately, the 2014 farm bill prohibits the USDA from finding any additional savings that could reduce the federal deficit, and requires any savings that happen to be found be put back into the crop insurance program.

    “With the national debt fast approaching an unprecedented $20 trillion, cutting wasteful federal subsidies to big insurance companies and saving the taxpayers almost $4 billion in the process just seems like common sense to me,” said Flake. “These much-needed reforms will, not only save taxpayers billions of dollars, but also maintain farmers’ access to crucial, affordable crop insurance.”

    “The costs of the crop insurance program are skyrocketing unnecessarily,” said Shaheen. “We can ensure protections for farmers without putting taxpayers on the hook to guarantee enormous profits for insurance companies. This bipartisan legislation will not impact insurance options available to farmers and will save taxpayers billions of dollars.”
