Legislation to Improve Family Leave for DOD Employees Introduced

Washington, D.C. - April 16, 2019 - (The Ponder News) -- U.S. Sens. Mike Rounds (R-S.D.) and Jeff Merkley (D-Ore.) introduced bipartisan legislation to improve family and medical leave for Department of Defense (DoD) employees by simplifying and expanding the agency’s leave bank.

Currently, DoD allows individual civilian employees to donate earned annual leave to specific individual colleagues experiencing a serious family or medical situation requiring additional leave. But the current informal process of identifying and matching up leave donors with recipients can be inefficient, and if civilian employees do not proactively identify and donate this leave, they often forfeit earned annual leave when they either take a new job outside the Department or when they have excess “use it or lose it” leave that will not roll over to the next calendar year.

This legislation would automatically move any “use it or lose it” annual leave that was forfeited from civilian DoD employees into a common pool of family and medical leave to benefit employees after the birth or adoption of a child, serious illness of an immediate family member, or a worker’s own medical condition.

“Under our legislation, annual leave days that are forfeited by Department of Defense employees will be pooled, so employees who need extra time off for family or medical reasons can use additional leave hours to supplement their own,” said Rounds. “A ‘leave bank’ can help employees who have recently given birth or adopted a child, who are taking care of a sick family member or who are facing illness themselves and don’t have enough leave time to cover the hours they need to take off. This is common sense policy, and I look forward to working with Sen. Merkley and our colleagues in the Senate to move it forward.”

“Our Department of Defense employees work hard to keep our nation safe,” said Merkley. “As a former Pentagon employee myself, I know that these jobs are tough and high-stakes. It’s good for these employees and good for our nation if workers have the paid leave they need to take care of themselves and take care of their families during important moments in their lives. Streamlining and expanding the leave bank shows how common sense and the common good can go hand-in-hand.”

Each year, civilian Department of Defense employees accrue between 104 and 208 hours of paid annual leave. If they have not used all their annual leave in a given year, they may carry over up to 240 hours to the following year. Anything above 240 hours is considered “use it or lose it” and is forfeited if the employee does not use it by the end of that year.

Merkley and Rounds’ legislation would make certain that instead of going to waste, this additional leave time instead goes into the agency’s leave bank so that it is available as paid family or medical leave for the Department of Defense employees who need it most.

Currently, federal workers as a group are not guaranteed any paid family or medical leave. The Merkley-Rounds legislation would make certain that DoD workers have more paid leave available during these critical moments, while the entire federal government works towards a long-term solution that would guarantee full family and medical leave coverage for its employees.

The Merkley-Rounds legislation is supported by the National Partnership for Women & Families, the American Federal of Government Employees (AFGE), and the National Treasury Employees Union.

Congresswoman Liz Cheney Statement on the Missile Defense Review




Washington, D.C. - January 22, 2019 - (The Ponder News) -- Congresswoman Liz Cheney released the following statement regarding the release of the Missile Defense Review:

“I applaud President Trump and the Department of Defense for their commitment to defending our nation from the threat of missile attack. The Missile Defense Review released this week provides a clear strategy to counter missile threats from rogue nations like Iran and North Korea. It also reassures our allies and partners throughout the world that we stand ready to help them deter and defend against aggression from revisionist powers like Russia and China.

“The Missile Defense Review (MDR) puts us back on a path towards developing and fielding new and emerging capabilities to counter the advancements made by our adversaries over the past decade. Investments called for by the MDR in space-based sensors and boost-phase intercept are the type of forward-looking capabilities that are critically necessary if we want to stay ahead of our adversaries and defend against new and emerging threats like hypersonic weapons. Additionally, the MDR reinforces the need for a strong nuclear deterrence, as defined in the Nuclear Posture Review, to defend against the advanced intercontinental missile capabilities from Russia and China. The ongoing efforts by Russia and China to increase their nuclear capabilities makes the modernization of our nuclear triad more important than ever.

“I commend President Trump for his commitment to strengthening our missile defense posture to ‘ensure that we can detect and destroy any missile launched against the United States anywhere, anytime, anyplace.’ It is now incumbent on Congress to provide the resources necessary to execute the critical plans, programs and policies laid out in the Missile Defense Review.”

Dr. Rand Paul Applauds First Full-Scale Defense Department Audit

Washington, D.C. - December 18, 2017  (The Ponder News) -- U.S. Senator Rand Paul (R-KY) issued the following statement regarding the Pentagon’s recent announcement of the first full-scale financial audit of the Department of Defense (DoD), with audits to be conducted annually going forward: 

“Our men and women on the frontlines deserve to know their funding is being used as intended and to the maximum possible effectiveness. Unfortunately, the department charged with carrying out our greatest constitutional responsibility has set the lowest possible standard for accountability. I applaud President Trump’s administration for changing this course, and I will keep working to ensure this is only the start of reform,” said Dr. Paul.

As part of a series on the DoD in 2013, Reuters stated that it had “found that the Pentagon is largely incapable of keeping track of its vast stores of weapons, ammunition and other supplies; thus it continues to spend money on new supplies it doesn’t need and on storing others long out of date.”  

Since his arrival in the U.S. Senate, Dr. Paul has been a leading voice for increasing fiscal responsibility at the DoD, including working with former Senator Tom Coburn to introduce the Audit the Pentagon Act, which he has continued to support in the 114th and 115th Congresses. 

Dr. Paul has also called attention to waste and mismanagement of funds at the DoD through his Waste Report, which has covered stories including millions of dollars in equipment and parts failing to reach their destination or going unaccounted for and a $6 million renovation of a Fort Belvoir dining facility that closed less than a year later.
